**Senior Attorney Salary (Hiring Range): $113,169 to $129,064 annually**
The City of Colorado Springs, Colorado is a municipal corporation and a home rule city duly organized and existing pursuant to Article XX of the Constitution of the State of Colorado and the Charter of the City of Colorado Springs. The City is the 39th largest city in the United States and has been identified by U.S. News & World Report as one of the best places to live in the United States. This position will primarily provide legal services for Colorado Springs Utilities ("Utilities"), an enterprise of the City, as defined by the Taxpayer's Bill of Rights, Colorado Constitution Article X, ? 20 and City Charter Article VII, ? 7-90, as part of a team of utilities attorneys in the City Attorney's Office. The position to be filled will provide legal services primarily involving transactions, including contracts for goods and services, capital projects, new technology solutions, and real estate matters, and various other utility related matters. You will report directly to the Utilities Division Chief, who is generally responsible for all matters involving the environmental, regulatory and corporate matters for Colorado Springs Utilities and who in turn reports directly to the Deputy City Attorney on administrative matters and to the City Attorney on legal matters. You may also be assigned to perform other work in the City Attorney's Office depending upon needs of the Office. All attorneys for the City are hired by, and are part of, the City Attorney's office. All attorneys are exempt and **at-will** to the City Attorney.
Required Skills, Knowledge, and Competencies**
The person hired will be part of the Colorado Springs City Attorney's Office Utilities Division. In this position, that attorney will provide legal advice related to commercial, contractual and related matters of Utilities and, as requested, of the City. Duties will include providing appropriate legal advice primarily to Utilities, but, as requested, will include legal advice to the Mayor, City Council, and various boards, commissions, departments, and other enterprises.
Utilities owns and operates coal and gas-fired power plants, hydroelectric facilities, water and wastewater treatment plants, drinking water supply and distribution systems, wastewater collection systems, natural gas distribution systems, hazardous waste generator units, and solid waste landfills and impoundments. Utilities also has purchased power agreements for renewable energy as part of its power portfolio.
Specific job responsibilities will include drafting, and reviewing contracts, including licensing agreements, professional services agreements, and agreements with other intergovernmental agencies, and providing transactional and advisory legal services for the City and Colorado Springs Utilities. The attorney will analyze and interpret existing contracts to provide advice and guidance to Colorado Springs Utilities staff. Other job duties may include real estate and conveyance work, issuing or reviewing legal opinions, drafting City Ordinances and Resolutions, analyzing provisions in City Charter, City Code, and Utilities' rules and tariffs, reviewing and analyzing administrative policies, responding to requests for public records, communicating with the public on occasion and providing legal advice and services to the executive staff of Colorado Springs Utilities and the City. The attorney also performs duties and responsibilities as may be assigned by the City Attorney, Deputy City Attorney, or Utilities Division Chief. This attorney may support attorneys in other Divisions on projects and assignments related to the City or Colorado Springs Utilities.
This position requires substantial knowledge of substantive law; the ability to analyze, interpret, and apply legal principles, facts, evidence, and legal precedent; computer proficiency; superior oral and written communication skills; superior research, interpersonal, and collaboration skills; and the ability to work as a successful member of a team of attorneys representing the City in all its functions are also required.
**Successful candidate will have:**
* Juris Doctor or Bachelor of Law from an American Bar Association accredited law school * Seven years actively practicing law in the substantive areas of practice described in "**Required Skills, Knowledge, and Competencies"**above * Admission to the Colorado Bar as an attorney in good standing Attorneys must be able to analyze, interpret, and apply legal principles, facts, evidence, and legal precedent. They also must possess superior oral and written communication skills, interpersonal and collaboration skills, and the ability to work as a successful member of a team of attorneys representing the City.

* Experience representing governmental agencies, public clients, or private clients in complex transactional matters * Experience providing legal advice on matters related to operation of water, wastewater, electric or gas systems * Experience advising clients on real property matters * Experience which demonstrates excellent research, writing, academic, and oral and written communication skills Additional Information
