Project Portfolio Manager

**ESSENTIAL DUTIES AND RESPONSIBILITIES:**

We are seeking a highly organized, goal-oriented program manager to join our organization. Reporting to the Assistant Director of IT Administration, the Project Portfolio Manager will lead a team of project manager/business analysts to successfully deliver projects on time and on budget while creating value to the organization. You will outline the program's goals and objectives, while acting as a liaison between program staff and upper management. The City of Cambridge Information Technology Department has a collaborative team culture offering potential to work on varied and challenging technical projects.

* Manage, coach and develop a team of project manager/business analysts.
* Plan, assign, and direct work; appraising performance and guiding professional development; addressing employee relations issues and resolving problems, as needed
* Act as PM representative on several functional sub teams.
* Provide recommendations to IT Strategic Plan and goal setting process
* Lead the collaboration across the City with other department Technical Project Manager/Business Analysts
* Lead/develop a team in gathering and validating business requirements and translating requirements to technical teams
* Ensure consistency of project tracking across the organization
* Monitor multiple projects through the entire program lifecycle
* Manage the day-to-day detailed aspects of multiple projects
* Plan and monitor progress to make sure that milestones are being met across the various projects and programs
* Actively assist in the strategy for continuous improvement to project management best practices
* Develop, establish and maintain positive and influential relationships with managers, peers and department members

**MINIMUM REQUIREMENTS:**

* Bachelor's degree in Information Technology or Business management, or equivalent combination of education, experience, and training
* 3-5 years of hands-on experience in business process management and/or portfolio management

**PREFFERED EXPERIENCE:**

* 1-3 years of management experience desirable
* Project Management Professional (PMP) certification or equivalent preferred

**KNOWLEDGE, SKILLS, AND ABILITIES**

* Excellent problem solving/analytical skills and knowledge of project management tracking tools
* Experience using the Smartsheet platform for project management a plus
* Demonstrated experience managing a small team of professionals
* Knowledge of PCs, software application design, SaaS applications and mobile devices
* Excellent verbal, written communication, and negotiations skills
* Ability to manage shifting priorities, demands, and timelines
* Ability to effectively interface with technical and non-technical staff at all organizational level

**PHYSICAL DEMANDS:** Ability to access, input, and retrieve information from a computer. Answer telephones and maintain multiple files. Must read and analyze large quantities of information. Must have sufficient mobility to get back and forth from office to offsite meetings. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

**WORK ENVIRONMENT:** Work is conducted primarily in an office environment with fluorescent lighting, air conditioning, computers and other standard office equipment, but also involves meetings in other offices or facilities.
