Summary/General Description of Job: The Contracts Manager is a 'coach/player' position that is responsible and accountable for the management of all procurement staff personnel and a variety of contract procurement functions to include contract related purchases, subcontracts, vendor service agreements, vendor relations, and all other transactions associated with the allocation/tracking of contract funds. The incumbent will develop, implement, train contract employees, and document thereafter any required process or procedure to ensure compliance with all applicable Corporate, Federal and contract procurement regulations. Essential Duties & Job Functions: Responsible for reviewing, developing, issuing and revising subcontracts in a timely manner. Maintain and update filing system for all subcontract and Purchase Order related documents in accordance with Chugach Acquisition Policy and Procedures. Ensure all Task Orders, Subcontract Modifications, Subcontracts and Purchase Order logs are uploaded to CGS, LLC Portal. Act as point of contact with subcontractors for updates or required work and government deadlines as assigned. Research and resolve contracting issues as they arise and report resolutions to the Program Manager. Supervise and provide guidance to Purchasing Agents on purchasing matters and review and sign procurement actions. Assign and schedule work to staff. Responsible for all Monthly and Quarterly reports to Corporate Procurement and also staff procurement training. Submit Request for Quotes (RFQ's) for services, materials, and construction for work under the Simplified Acquisition Threshold (SAT) for DoD. Submit Request for Proposals over the SAT and issue Purchase Orders for work. Request for Proposal over the SAT Pre-award duties include but not limited to; Review Request for subcontract and engineering plans, specification and drawings. Analyze the requirement, recommends revisions to the statement of work or specification as necessary, and decides on the type of contract. Prepare solicitation documents. Solicit proposals from prospective contractors. Analyze proposals for conformance with the solicitation. Perform cost or price analysis, including review of cost breakdowns to determine reasonableness of price. Establish contractor responsibilities, and develop negotiation strategy. Negotiate with potential contractors. Prepare subcontract award documents. Request for Proposal over the SAT Post award duties include but not limited to; Facilitate pre-performance conference. Work with Engineering Inspectors/QC Representatives to resolve contract deficiencies. Review contractors' insurance, performance and payment bonds. Interpret subcontract provisions for subcontractors. Provide appropriate advice and guidance. Negotiate subcontract modifications. Close out contracts or issue termination notices and reviews settlement proposals. Provides general direction and oversight over all functional areas to include, Purchasing, and Subcontracts. Acts as a technical advisor to the Program Manager relating to all Procurement matters. Work closely and harmoniously with fellow workers. Perform other duties as assigned. Accountable For: Accomplishing assigned functions in accordance with contract requirements, Army/DoD regulations, DFAR regulations, and applicable federal and state laws. Working independently without continuous supervision. Strong organizational and written/verbal communication skills.Mandatory Bachelor's degree with an emphasis in business or related field. Education requirement may be substituted with five (5) years of Government Contracts Administration experience or equivalent combination of education and experience. Four (4) years mid-level supervisory experience leading a team of 2 or more personnel. Familiar with Government Contracting to include FARS and DFARS. Must have thorough working knowledge of the FAR, DoD FAR Supplement, Service Contract Act and Davis Bacon Act. Prepares solicitations, evaluates offers, and awards contracts for the Procurement Department. Processes large and/or complex purchases at the Contract/Subcontract level. Demonstrated proficiency Microsoft Office Suite to include Word, Outlook, Excel and Access. Must have a valid state Driver's License with acceptable driving record pertinent to the position. Ability to successfully pass any background checks and/or drug testing required on the contract. United States Citizenship. Perform other duties as assigned. Preferred Professional Certification in procurement or contracting field. Experience with software programs Lawson and MAXIMO.
