ARCHAEOLOGIST TECHNICIAN III SUMMARY:
As a part of the work, some GIS will be required, including data collection, data integration, development and display of hard-copy maps, diagnosis and resolution of data discrepancies, and quality control checks on GIS data. All work will follow the Fort Bliss Programmatic Agreement for the management of historic properties and Section 106 of the National Historic Preservation Act, and archeological field work will follow the Fort Bliss SOP for Identifying and Evaluating Properties (including the Research and Significance Standards 2009).
ARCHAEOLOGIST TECHNICIAN III ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Design and conduct small to medium-sized field projects across the Fort Bliss installation, to include archeological surveys, site evaluations, and site monitoring.
- Perform a complete recording of each project site and make NRHP eligibility recommendations for all sites, including any necessary subsurface testing, following the Fort Bliss Significance Standards.
- Prepare any collected artifacts for curation following Fort Bliss standards.
- Prepare and publish a professional technical report describing, among other requirements, the results of work in paper and electronic formats.
- Conduct monitoring of projects being conducted across the Installation to ensure no adverse effect to historic properties, or to report unanticipated effects to historic properties because of project activities; submit a short report on the results of each monitoring event. GIS data may be collected of project areas and areas of disturbance.
- Co-review GIS submitted on archeological projects, within government review period, and submit review to government POC.
- Provide GIS analysis support to include potential application of the system as it pertains to archaeological and environmental analyses; manipulate data to develop and display hard copy data layers, maps, images, databases, statistics analyzes, cultural resource variables, soils, land cover, land use (prehistoric and historic), resource zones, etc.
- Diagnose and resolve data discrepancies, geo-reference satellite and aircraft sensor imagery, create new data layers producing specific products and perform data analysis. Must work with users of the archaeological data sets to ensure data accuracy and that these are developed to best fit intended application. Complete integration of GIS data, development and display of hard-copy maps, diagnosis and resolution of data discrepancies and quality control checks on GIS data.
- Work with the Fort Bliss DPW-Environmental Division, Conservation Branch archeologists to ensure compliance with the National Historic Preservation Act, the Fort Bliss Programmatic Agreement, and other pertinent laws, regulations, and guidance.
- Perform other job-related duties as required.
EDUCATION and/or EXPERIENCE FOR ARCHAEOLOGIST TECHNICIAN III :
Minimum Qualifications for an Archeologist Follow Secretary of the Interior’s Standards (Master's degree in Archeology), and at least two years of recent archeological experience in the southwest (Southern California, Nevada, Utah, Colorado, Arizona, New Mexico, West Texas).
ARCHAEOLOGIST TECHNICIAN III KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of the National Historic Preservation Act a plus, as is familiarity with Fort Bliss archeological standards, including the TRU survey system and the Research and Significance Standards (2009).
- Personnel will have documented evidence of completion of GIS training and/or two to three years of experience and a good working knowledge of ArcGIS (Version 10 or higher).
- Experience may be substituted for education, specifically, at least four years of experience working with a GIS system.
- Knowledge of related software programs such as Microsoft EXCEL, ArcPad, TerraSync, Pathfinder, and/or Python is beneficial.
- Good computer skills, including knowledge of ArcGIS, MS Office, and a variety of GPS units.
- Proven ability to work independently and complete projects on time with sufficient documentation.
- Successfully pass a federal background check and a drug screen.

WORK ENVIRONMENT
The duties of this position are performed 50% in a climate-controlled office environment and 50% in the field. No travel is anticipated.
