The client is the 96th Civil Engineer Group at Eglin AFB, Florida.

Job Description:

Supports Cherokee Nation Management & Consulting’s client, the 96th Civil Engineer Group at Eglin AFB, Florida.  Supports the project engineers as the on-site quality assurance representative for the customer.  Fosters communication between the 96 CEG, Architectural & Engineering firms, Eglin AFB customers, Construction Contractors, the CNMC project delivery team, and other key stakeholders.  Interacts with key stakeholders to identify project requirements, review designs/specifications, and provide feedback to project engineers.  Communicates with project manager, engineering technicians, client representative, contractor’s representative and others as applicable regarding the construction site, project requirements, and testing, observation, and inspection requirements and results.  Conducts quality assurance reviews during construction of facilities.  Interacts with key stakeholders to identify potential deficiencies, value added opportunities, and resolve conflicts.  Tabulate, prepare, and submit data and observations in the form of written and digital reports as work is performed for transmittal to the Project Manager.  Prepares reports of findings and provides recommendations to 96 CEG personnel.  Conducts Post-Award Construction support activities by facilitating meetings, developing technical presentations, and may perform enterprise business system data entry for assigned projects, as required.  Personnel will participate in planning/design charrette activities; review/oversight of Contractor work in progress; and quality assurance/quality control and provide observations and recommendations to the Government.

 

Essential Duties and Responsibilities (Deliverables):

Includes the following (Other duties may be assigned):

  • Conduct reviews of professional studies, reports, and analysis
  • Observe and record site conditions, activities, and construction quality
  • Provide clear documentation of findings and results
  • Communicates observations and information to Project Engineer and Government Personnel
  • Prepare reports and recommendations for project sponsors and stakeholders
  • Reviews project progress and results; provide project status to enable resource allocation decisions
  • Coordinates and/or acts as a liaison between the Cherokee Nation client and their customers
  • Evaluate observations against a set of industry standards
  • Simultaneously conduct technical reviews of multiple design & construction projects
  • Conducts Quality Assurance reviews of on-going engineering projects and provides reports and recommendations to the client
  • Performs other job related duties as required.

 

Supervisory/Management Authority:

This position does not have management authority or supervisory capacity

Education and/or Experience:

  • Must have a Public Trust Clearance or be able to obtain one.
  • Associates Degree in any Engineering discipline or Construction Management is highly desired; Bachelors Degree is desirable
  • Minimum 6 years Design, Construction and/or Construction management experience.
  • Ability to successfully pass drug screening and a federal background check is required
  • Ability to read, interpret, and analyze technical designs and drawings is required

Knowledge, Skills and Abilities:  (example: specific software, soft skills, etc. – This gets deleted)

  • Experience with design and construction of high-interest, high-visibility Air Force projects is highly desirable
  • Experience and understanding of the military design and construction process.
  • Excellent communication skills both oral, visual and written
  • Experience with MS Project, AutoCADD, Primavera, and Visio a plus
  • Ability to read, interpret, and analyze technical designs and drawings is required
  • Ability to simultaneously conduct technical reviews of multiple design & construction projects
  • Ability to work independently with minimal supervision

WORK ENVIRONMENT

  • Regular field activities include project site surveys and construction site visits.
