SUMMARY The Construction Sector's Health & Safety Coordinator will be responsible for the safety standards and coordination of all safety matters inside the E&C Sector of CNBFS. This person will report to the EGM and carry out all functions of the Sector Safety Coordinator on a daily basis. ESSENTIAL DUTIES AND RESPONSIBILITIES Includes the following: * Develop and/or approve project Accident Prevention plans (APP).
Assist with implementation as needed. * Create and maintain toolbox talk database for use on projects. * Ensure corporate health and safety plan compliance to meet current rules and regulations (EM 385-1-1, OSHA 29 CFR 1910 and 1926, DOE 10 CFR 851, NFPA, ANSI..). * Conduct annual review of APP sections. Revise and update as required. * Conduct Hazard assessments: AHA's/JHA's * Develop, maintain, and deliver safety orientation training: onsite and video. * Advises employees/superintendents/SSHO's on how to minimize and avoid risk and hazards in the work place. * Conducts safety audits of personnel, equipment, and materials. * Manage inspection and calibration of equipment as needed. * Review and selection of PPE, safety signage, first aid supplies, and equipment as needed. * Provide guidance to management on matters concerning safety. * Implementing corporate safety training program (CBT's, assist with safety training, coordinate safety training on site as needed). * Monitor and track progress of employee safety training. * Review of monthly safety exposure reports, weekly inspections, pre-task safety plans, chemical inventory, silica exposure assessments, and etc.
from active projects. * Lead injury and incident investigations, root cause analysis, develop recommendations for improvement and corrective actions. * Ensure all required documentation is completed in timely manner. * Track and maintain OSHA 300 and EMR reports. * Interpret the contract documents to ensure complete conformance with plans and specifications. * Confers with and supports OGM and PM's, in oversight of subcontractors engaged in planning and executing work procedures, interpreting specifications, and coordinating various phases of construction safety. * Confers with subcontractors to resolve complaints and grievances within each LLC. * Confers with PM's, superintendents, subcontractors and suppliers to resolve construction safety problems and improve construction safety methods. * Conducts or participates in weekly sector safety meetings and safety adherence matters as outlined in EM 385-1-1 and OSHA. * Reviews Activity Hazard Analysis (AHA) and conducts required safety meetings and offers guidance to SSHO. * May perform other job-related duties as assigned. SUPERVISORY/MANAGEMENT AUTHORITY No direct supervisory or management authority. EDUCATION and/or EXPERIENCE Requires a Bachelor's Degree in Safety Management, Construction Management, or a related field and 10 years of experience in the federal construction industry, regarding safety in a similar role, or an equivalent combination of education and experience. Current certifications required: First Aid/CPR/AED, fall protection, confined space, silica, scaffold, HAZWOPER, and respiratory protection. KNOWLEDGE, SKILLS AND ABILITIES * Ability to maintain required certifications. * Ability to read, analyze, and interpret contract documents, blueprints, specifications, engineering reports, safety rules, operating and maintenance instructions, and procedure manuals. * Proficient in Microsoft Office Suite, Microsoft Project, Prolog Project Manager and/or USACE QCS. * Ability to write routine reports and correspondence. * Ability to speak effectively before groups of clients, subcontractors, or employees of organization. * Ability to solve practical problems and deal with a variety of variables. * Possess knowledge of all facets of ground up building construction. * Must possess a valid driver's license * Must be able to pass background investigations WORK ENVIRONMENT This position has a combination of office setting and construction site.
While performing the duties of this job exposure to inclement weather conditions and varying degree of background noise and environmental hazards may be encountered. Occasional travel and overnight stay may be required.
