Job Description


Plans and carries out assignments relating to employee background checks, training, personnel management, audits and employee benefits by performing duties associated with a human resource department.


ESSENTIAL DUTIES AND RESPONSIBILITIES may include but are not limited to the following. Other duties may be assigned.

Reviews personnel files of past and current employees to assure compliance with local, state and federal laws and with established agency policy and procedure.  Reports any concerns found directly to the Human Resource Manager [HRM].

Monitors the expiration of other required personnel matters [ex. Performance evaluations, driver’s license etc.] and reports needed action to the HRM and appropriate Supervisors.

Maintains neat and orderly files, by filing on a routine basis.

Answers questions from employees relating to workers compensation, health insurance and other benefits.  Processes necessary paperwork related to these claims.

Receives, reviews, audits and maintains I-9 forms.  Enters I-9 information into HRMS.

Scanning documents into HRMS, as needed.

Reports terminations, resignations and any other loss of healthcare coverage to the third-party administrator of COBRA as well as payroll. 

Administers FMLA, Workers’ Compensation and all other leaves of absence into HRMS and Employee Navigator

Completes job postings and resume searches on the Zip Recruiter, Pure Michigan Talent, Indeed, Craigslist and Community College Websites, screening and distributing resumes.

Tracks repayment from UIA to CSCS account.

Adds new hires within a timely manner to HRMS, Employee Navigator and to Secretary of State subscription services. 

Responds to requests for training certificates and other contents of current and former employees’ personnel files.

Maintains files of employee evaluations. Purges former employees’ information to their personnel files.

Enters F-10 information into HR database, adds and removes employees to and from the Driving Record checks, background checks, insurances and OIG checks.

Enrolls eligible employees and general communication with insurance companies.

Maintains CSCS new hire packets.

Correspondences with worker’s compensation insurance carrier regarding claims.

Receives and submits information from new hire packets to the background check system.

Notifies hiring managers of employee eligibility or ineligibility based on Long-term Care Workforce background check letter.  Provides information to the HRM and ED.

Assists with unemployment claims including gathering information, filing protests, providing information and requesting hearings.

Compliance with the Affordable Care Act including gathering maintaining and distributing insurance information for enrollment. 

Enters benefits data/information in HRMS.

Assists payroll with Employment Verification documents

Prepares and sends termination letters (template is in hard drive).

Other duties as assigned.



To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Must have the ability to apply common sense, and to understand and carry out instructions furnished in written, oral or diagram form. High school diploma or GED as well as previous experience in an office setting that required contact with the public, filing, and typing.  Basic computer skills are required.   



Must have a current, valid, unrestricted Michigan driver’s license.  Readily available transportation, capable of safe, daily travel with appropriate insurance may also be required.



A felony/misdemeanor background search with MILT and IChat is performed.  Searches of the Office of Investigator General (OIG), Offender Tracking Information System (OTIS), the Sex Offender Registry and the Nurse Aid Registry are also performed.  Results can affect employment status.

While performing the duties of this job, the employee is regularly required to sit. The employee is frequently required to see, talk and hear. The employee is occasionally required to stand, walk and use hands to handle, or feel.  The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.
