Job Description

*** Security Clearance/Background - Due to the nature of work, will be required to pass a drug screening test and must possess or obtain a government-issued security clearance and pass a criminal background check.

The opioid epidemic is a national crisis demanding more resources from public health and safety agencies developing plans and partnerships to reduce the number of opioid related overdoses and deaths.   The Heroin Coordinator Program is a significant part of that strategy, designed to leverage state funding for positions across Maryland to better track drug investigations, drug seizures, drug arrests, heroin and opioid overdoses, and other drug-related investigative activities into HIDTA databases. 

This position serves as the Heroin Coordinator for Frederick County working out of the Frederick County Task Force. This position is contingent upon funding.

Key Responsibilities:

Intelligence Support - Prepare intelligence reports, bulletins and specialized reports dealing with criminal organizations, drug trends and patterns, and potential officer safety, public health or drug policy concerns.  Identify and develop undocumented areas of investigations and identify leads for follow-up criminal investigations and public health actions.  Collect, organize and analyze large amounts of public health data, law enforcement information, and criminal intelligence.  Integrate various software/databases to facilitate the intelligence analysis process.  Prepare graphs, charts, and other illustrative reports for visual presentation of data.

Identify and research intelligence needs/trends/patterns related to drug and heroin use.
 

Prepare intelligence reports, bulletins and other specialized reports dealing with criminal organizations, drug trends and patters, and potential officer safety concerns.

Plans and evaluates programs, including the analysis and evaluations of current trends and best practices, and the existing strategies within the region to enhance the response to the opioid crisis. 

Enter overdose data into the Communications Analysis Portal and Case Explorer (mobile data entry vehicle for overdose related information).  Review match report and utilize HIDTA ISC for link analysis when needed. 

Participate in monthly heroin coordinators roundtable meeting at the HIDTA to share information, trends, and best practices.  Respond to 100% of requests for analytical support from the Heroin Coordinators. 

Report outcomes related to drug investigations, drug seizures, drug arrests, suspected heroin and opioid overdoses, and other drug-related investigative actives statewide from Case Explorer

Utilize and promote the use of the Overdose Detection Mapping Application Program (ODMAP), a real time surveillance tool developed by W/B HIDTA for overdose reporting and analysis.  Provide training and demonstrations on the use of the ODForm for ODMAP and Case Explorer.
 

Required and Preferred Qualifications
Education: Bachelor's degree is required; Bachelor’s degree in Criminal Justice, Public Health, Public Administration, or other related field/discipline is preferred.

Experience: Two years of experience in law enforcement, criminal justice, health or substance abuse treatment/prevention project or program administration is required. Five years of experience in law enforcement, criminal justice or a public health field overseeing program development/management is preferred.  Experience in policy development and implementation is preferred.

**Employee may be required to work outside of normal duty hours during significant or special events and during server or software crises or high-level investigations related to terrorism or criminal activities.

Required Knowledge, Skills and Abilities: Experience performing data analysis, developing reports, reporting and presenting data, policy recommendations, etc.  Knowledge of opioid and substance abuse threats.  Knowledge of the public health and substance abuse field.  Demonstrated skill in developing reports and making policy recommendations.  Demonstrated skills in project management, data analysis and ability to review data and make formal recommendations.  Knowledge of and ability to use MS Office and analytical tools.  Demonstrated skill in developing and providing formal presentations.  Demonstrated communication skills including oral, electronic, and writing abilities.  Ability to form, maintain and leverage working partnerships with government agencies on health policy.  Ability to network with organizations and professionals in related fields.
