Founded in 1968 to meet the post-secondary and continuing education needs of Cecil County residents, Cecil College has been serving the community and shaping its future for more than 50 years. The College is governed by a Board of Trustees appointed by the governor. The College’s fifth president, Dr. Mary Way Bolt, reports directly to the Board of Trustees.
Cecil College is centrally located in Maryland’s most northeastern county, just one half mile from Interstate 95. It is easily accessible from Philadelphia and Baltimore, as well as from Wilmington, Delaware.
With a diverse student population, Cecil College enrolls approximately 2,500 credit students and 3,400 non-credit students. Cecil offers associate degrees, certificate programs and non-credit classes. Cecil offers a variety of associate degree and certificate programs.

GENERAL RESPONSIBILITIES:
Provides overall administrative support to the office of human resources. Reports to the Executive Director of Human Resources and provides full administrative support in employment, recruiting, professional development, onboarding new employees, and data management and record keeping in the human resource information system. Provides first-line assistance to employees regarding general human resources matters.
Due to the need of interaction with employees, students and college community this position requires in person presence. This position is eligible for telework.
ESSENTIAL RESPONSIBILITIES:
• Provides full administrative support to Human Resources Office, including scheduling meetings, responding to phone calls on behalf of the Executive Director and HR staff.
• Responsible for full scope of data entry for human resources functions. Responsible for entering new hire information into payroll system.
• Organize, maintain and update employee HRIS information as needed
• Generates and maintains employee data and provides reports regularly.
• Prepares memos, letters, reports, and general correspondence in support of human resources activities.
• Assist with new-employee orientations/onboarding programs
• Assists the Executive Director in the preparation of compensation adjustments for each fiscal year; assists with the annual compensation study/review; assists the Executive Director in conducting job evaluations/re-evaluation
• Assist with Professional Development tracking of new staff and development activities
• Assist with mid-year and end year performance management procedures
• Coordinates and tracks the Family and Medical Leave benefit and leaves of absences including long-term disability, short term disability and reasonable accommodations.
• Supports the hiring process through job postings, scheduling applicants, makes travel arrangements (if needed) and manages search committee scheduling
• Responsible for activating login/email accounts for new hires
• Provides and gathers data for new hire reporting for the Maryland New Hire Registry, and the Department of Labor as required
• Prepares personnel action items for the monthly Board Report; prepares offer lettersProcesses invoices for the HR department; runs monthly budget reports as requested for the Executive Director
• Administers the annual renewal and certifies both student and employees who are approved to drive college-owned vehicles
• Maintains the human resource records retention schedule
• Maintains company organization charts and the employee directory
• Processes invoices for the HR department and maintains lists of bills to be paid.
• Serves as a web content manager for MyCecil; responsible for maintaining the human resources information on the College’s website
• Generates reports as requested; i.e. bi-weekly recruiting report and department metrics
• Serves on college committees as needed
• Assists HR staff with other duties including benefits and professional development.
• Other duties as assigned
REQUIRED EDUCATION AND EXPERIENCE
• Education: Bachelor’s degree in human resources management or related business degree required
• Experience: A minimum of three (3) years experience in human resources required, understanding of HR functions and best practices. organizational and time management skills. Strong decision-making and problem-solving skills.
• Proficiencies: Excellent Microsoft Office Software skills including Word, Excel, PowerPoint, and Outlook; capability to generate reports from a human resource information system and other spreadsheets as required
• Skills/Training: Excellent written and oral communication skills. Able to multi-task, work independently, has attention to detail, able to think critically, problem solving ability, the ability to analyze data and able to adapt to changing priorities
• Physical Demands: Work is sedentary. May be some walking, standing, bending and carrying of light items. No physical demands are required to perform the work.
