General Position Summary The Clinical Director of the Counseling Center and Community Resource Center is an integral member of the overall health of those we serve, providing integration and supervision in daily operations of a community counseling center. The counseling center and its team will be located in a newly designed Community and Family Resource Center to provide wraparound and co-located services to better serve families and individuals with a patient-centered approach. The Clinical Director will be foundational to providing input into creating the culture of care at a new community and family resource center designed to co-locate services to best meet the diverse needs of individuals and the community. The Clinical Director will be a champion and leader in our organizational culture of inclusiveness and equality and will ensure the delivery of services in a manner that produces positive results in the areas of identity/integrity, employee support, achieving positive outcomes, consumer satisfaction, utilization management and review, and financial health. As the counseling center supervisor, the Clinical Director will be responsible for staying current on agency, state and accreditation standards and requirements to ensure compliance. The Clinical Director position will start with a competitive salary, which includes full benefits and over 6 weeks of paid time off annually. Wage: Salary - $61,692 - $84,843 - DOE, DOQ Type: Full Time Location : Salem, OR Minimum Qualifications: 1. M.A./M.S. in marriage and family therapy, counseling, social work, psychology or related field 2. Training and experience providing clinical supervision and utilization management to Mental Health Therapists. 3. Licensed by the State of Oregon to perform clinical work. (LPC, LMFT, LCSW, or Clinical Psychology) 4. Accepted by the State Board of Professional Counselors and Therapists to provide supervision to licensure interns. 5. Qualified Mental Health Professional (as prescribed in the Oregon Administrative Rules) for Medicaid provider status. Essential Position Functions and Key Work Processes 1. Mentors, develops, trains, and supervises the mental health therapists providing treatment services. 2. Works with mental health therapists to analyze treatment issues, customer goals, and develop treatment plans for customer. 3. Reviews clinical staff documents to assure completeness, timeliness, and accuracy. 4. Participates and attends leadership team meetings and Employee Stewardship Team meetings to assist the agency administration and goals of integrity, employee support, achieving positive outcomes, consumer satisfaction, compliance, utilization, and financial health. 5. Provides leadership for mental health services by developing and maintaining well-organized program designs, competent staff, and well-kept and safe physical environments that are in accordance with appropriate standards and compliance entities. 6. Develops, implements, maintains, and/or monitors program policies and quality improvement processes that ensure compliance, health, safety, and protocol issues are met maintained as well as quality services are provided. 7. Collaborates with interns and Intern Clinical Supervisor to ensure completeness, timeliness, and accuracy of clinical work. Provides clinical supervision to intern staff as needed. 8. Works with agency teams to ensure that funding sources are directed toward customer need utilizing a “braided funding” approach. 9. Develops the annual department budget using a team approach and monitors budget throughout the fiscal year. 10. Ensures BCN, COA, CCS, OHP, billing, Medicaid and OAR standards are met and maintained. 11. Provides crisis intervention response when needed. 12. Reports issues, trends and/or concerns to the Chief Operations Officer. 13. Acts as a liaison with partner community programs and represents agency when appropriate. 14.
