Mental Health Residential Counselors I/II (PSRB)

Cascadia Behavioral Healthcare, one of the largest community behavioral health providers in the state of Oregon, delivers whole health care -- integrated mental health and addiction services, primary care and housing -- to support our communities. Cascadia hires innovative, compassionate, and dedicated staff who are aligned with trauma-informed care, are committed to working effectively with diverse community populations, and expected to strengthen such capacity if hired.
Sites are run 24/7 and shifts available are typically day, swing, overnight and on-call shifts. There are several of these programs. They are located in Downtown NW Portland, SW Multnomah Village, and Portland on the East side of the river (NE & SE).
These programs typically run single staffed except for a very a limited three. Residents of the PSRB are referred by the Psychiatric Review Board (PSRB) and have involvement in the criminal justice system. Residents at these programs are typically high functioning individuals who need minimal supervision to ensure completion of household tasks and meal preparation. Staff help with dispensing medication, ensuring safety of residents, providing support and guidance, and education around ADLs (activities of daily living), including nutrition and exercise. Residents work through a level system that corresponds with increasing independence and responsibility. They often participate in skills training and therapeutic support groups at an outpatient clinic setting. In addition, they are provided support with vocational rehab and finding jobs or volunteer work. They reside at the program before transitioning into independent or semi-independent living.
In addition to these programs, there are also two Respite Programs. One is located in Tigard and the other in Gresham, Rockwood area. Respite provides support for individuals who need further stabilization due to recent medication adjustment, or needs a break from current living situation which appears to be increasing psychiatric symptom and is diagnosed with a mental illness (OHP-covered diagnosis), excluding mental disorders due to a general condition.
Under close supervision, the Residential Counselors and Treatment Specialist work as a member of an interdisciplinary team to implement and monitor treatment for residents within the residential program. These positions work with residents who are under the supervision of the Psychiatric Security Review Board (PSRB), as well as with other adults with severe and persistent mental illness. Clients may have co-occurring disorders including but not limited to traumatic brain injuries (TBI), substance use and addictions, and/or developmental delays. These positions involve participation and implementation of program goals and objectives to promote a strengths-based, resident-centered approach to assisting residents in achieving individual goals and ultimately transitioning to a less restrictive setting.
Essential Responsibilities:
This position description is not intended to be an all-inclusive list of responsibilities, skills, or working conditions associated with the position. Management reserves the right to modify, add or remove duties as necessary.
* Provide monitoring and supervision for clients under the jurisdiction of the PSRB and assist clients with developing and maintaining structured activities in accordance with their goals and the terms of their conditional release into the community.
* Provide therapeutic interventions with residents as required and directed by the mental health treatment plan and complete all subsequent documentation.
* Act in the role of Primary Treatment Coordinator and complete all subsequent documentation.
* Comply with all program regulations, policies, and procedures.
* Respond to crisis situations as appropriate, following emergency protocols and procedures.
* Demonstrate an understanding of fire regulations and evacuation procedures; hold regular fire safety drills with residents.
* Assist in meal set-up, preparation, serving, and clean up. Perform other household chores as needed, including but not limited to, light housekeeping and cleaning of biohazards.
* Administer medication, as trained, in compliance with prescriber orders. Must remain up-to-date on all delegated tasks. Complete delegated tasks in compliance with prescriber orders.
* Accompany and assist residents in attending appointments in the community.
* Document and maintain clinical records in a manner that assures compliance with all agency policies and procedures and local, state, and federal regulations. Maintain accurate and up-to-date documentation as required. Complete documentation in electronic medical record (EMR) as required using Cascadia software.
* Maintain safety of residents; maintain awareness of each resident's whereabouts.
* Maintain integrity and cleanliness of program property.
* Adhere to mandatory abuse reporting and HIPAA laws.
* Respect and honor resident rights and responsibilities and demonstrate professional boundaries and ethics.
* Provide input and feedback into the establishment of operational procedures.
* Coordinate with all program staff regarding resident concerns, building/program needs, and any relevant issues to ensure smooth operation.
* Provide input toward all service plans in collaboration with the treatment team.
* Utilize scheduling software.
* May be required to work hours in addition to their regularly scheduled shift. May be required to work a double shift due to the staffing requirements within each program.
* Complete annual employee training requirements on a timely basis as indicated in the licensing requirements (if applicable) for the program, as well as agency requirements. Attend seminars, training, and other educational opportunities in order to develop professional skills and abilities.
* Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings. Float and on-call employees are required to collaborate with their supervisor to determine which staff meetings will be required.
* Stay awake on all shifts.
* Perform other duties as assigned.
Education:
The Residential Counselor I or Treatment Specialist I is an entry level position, requiring a high school diploma or GED.
The Residential Cousnelor II or Treatment Specialist II requires either a Bachelor's degree in a behavioral science field from an accredited college or university or three years of full time professional experience working with adults with severe and persistent mental illness.
Experience:
Some work experience working with adults with severe and persistent mental illness is preferred.
Specialized Knowledge, Skills and Abilities:
* Operate Computer hardware and software (Including Electronic Health Record Software) at a level to effectively perform the job functions, including entering and retrieving data.
Other:
Single staff sites do not require driving
Float positions and On call positions - The employee must possess a valid driver's license, at least three years' of driving history, and the ability to clear a review of your Department of Motor Vehicles (DMV) record.
