Job Description

Position Summary:

Canvas is seeking a Program Manager to manage contract & employee performance, cost, and schedule in support of Project Manager Positioning Navigation and Timing (PM PNT) Systems Engineering and Technical Assistance (SETA) Support Services Task Order.

Duties and Responsibilities:

  • Attend weekly progress meetings and provide status updates detailing progress/accomplishment, resource conflict resolution recommendations, extension requests, and other work-related issues.
  • Responsible for the overall on-site management of the task order and shall be the primary task order focal point for all contractual administrative communications.
  • Review program CDRL documents for consistency of schedules, compliance, and financial document requirements. Ensure CDRL's are completed on time or before required deadlines.
  • Ensure that all day-to-day technical, administrative, and financial contractual obligations are satisfactorily fulfilled; monitor and verify the performance of subcontractors; ensure all contractual requirements are met in a timely fashion; ensure on-site Contractor personnel document task progress; and resolve on-site Contractor personnel and scheduling conflicts.
  • The PM shall have sufficient authority to commit the Contractor's company to purchase, shall review vouchers for accuracy prior to submittal to the Government for payment, shall be responsible for a task order quality assurance program, shall be responsible for maintaining on-site Contractor training and compliance in security, property control, equal opportunity, purchasing, safety, logistics, environmental and quality programs, and shall manage and direct, on a daily basis, the available task order financial resources to meet PM PNT requirements.
  • Perform oversight and financial management functions to effectively manage the scheduling and coordination of task order tasks being carried out. Such activities shall include, scheduling, tracking of expenditures, managing all internally created documents, managing work orders, and providing task status by project.
  • Assess the overall efforts and provide time estimates required for completion of various tasks as related to the activities supported
  • Oversee all aspects of Task order (TO) projects, to include, setting deadlines, assigning responsibilities, and monitoring and summarizing progress of projects
  • Serves as the main point of contact for TO Contractor personnel
  • Work with SETA contractor team in accordance with the requirements of the PWS
  • Provide employee engagement with heavy influence over team dynamics and work culture

Required Experience and Skills:

  • U.S. Citizen
  • Active Secret Clearance
  • Bachelors in an accredited engineering or business discipline with 10+ years' experience
    • Master's degree desired
  • Minimum of 5 years Project or Program Management experience is required
    • Experience managing projects valued over $30M desired.
  • Experience leading a team of 15 or more personnel.
    • Leadership of 25 or more personnel desired.
    • Leadership in an Army, Air Force, NASA, or other technical environment is desired.
  • Knowledge and Experience in positioning, navigation, and timing is desired.

Desired Experience and Skills:

  • Project Management Professional (PMP) certificate

Candidate must be a U.S. Citizen and show proof of citizenship.

Candidate must meet applicable COVID safety requirements and protocols.
