Job Classification: Administrative Analyst/Specialist II

Classification Salary Range: $4,693 - $8,489 per month

Anticipated hiring range: $4,693 - $5,958 per month

Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.

ABOUT THE POSITION

The Financial Aid Systems Analyst is a critical role that brings a strategic nature to coordination, design and delivery on operational support for the Office of Financial Aid & Scholarships. The System Analyst works closely with the Financial Aid Leadership Team and the EMS Data & Operations Team in making informed recommendations in coordination of the planning and enhancing operations through leveraging the automated features of Oracle and other systems to support efficient operational capabilities of the department and further strategic goals of Enrollment Services.

DUTIES AND RESPONSIBILITIES

Coordination & Administration of CMS Financial Aid Module

  • Coordinate and manage system functionality in support of financial aid application processing, awarding, and delivery of funds. Ensuring timely review and processing of student applications
  • Oversee the use of PeopleSoft tools to schedule production jobs including letters, reports, and processes.
  • Develop PeopleSoft reports and queries (including modifying existing reports/queries) to support daily operations & business processes and project initiatives; includes understanding of complex pop-update selections, SI, communications and embedded XML publisher report queries.
  • Coordinate and verify testing methodology and execution. Coordinate the review, testing, and installation of software and external system interfaces.
  • Provides detailed specifications for required modifications to the PeopleSoft system. Works with EMS Systems or Baseline team as appropriate to create, test, and implement the technical solution.

Financial Aid System Compliance

  • This person serves as primary compliance systems analyst, thus must keep abreast of PeopleSoft releases, and monitor discussion groups to ensure compliance with Federal, State and campus policies, including Assembly Bills, Senate Bills and CSU coded memos
  • Represents the needs of the Financial Aid & Scholarship office and our priorities when interfacing with IT; projects include OnBase imaging and workflow, Campus Logic, Blackbaud Scholarships and secure file server maintenance and support
  • Analyzes regulatory rules and issues to identify impact on current information technology operations
  • Executes daily file transmission between 3rd Party vendors and financial aid to ensure data exchanges are performed in a timely & accurate manner. Successfully complete the daily file transfers and/or alert management of issue before resolving. These include but not limited to:
  • Pell POP, MRR, Cost of Attendance and Year-Round Pell processes are properly reported
  • Accurate and timely reporting of State Grant (Cal Grant, MCS) records and payments via CSAC's Web grants system
  • Assist with the preparation and submission of regulatory reports and information outlined in the CSAC program participation agreement

Financial Aid Customer Solutions Support

  • Works with customers to facilitate and assess the successful execution of Financial Aid business processes
  • Serves on department’s communication committee and is primarily responsible for the distribution of all communications to students. This includes formatting of text creating data source queries and using BI Publisher templates and population selection queries for distribution to correct population utilizing PeopleSoft Tools (CMS).
  • Place and remove SI (service indicators) and “3 C’s” based on business needs; monitor and confirm daily SI, Checklists, and Communications to students

Serve as primary point of contact for cross modular support and CMS (Chancellor’s Office Systems Team) Support

  • Serve as needed on campus and system-wide committees in support of financial aid module objectives.
  • Participates in meeting and planning sessions with the Director or in the Director's absence.
  • Maintains Cross Modular plans including but not limited to: Monthly Processing Plans, Census Plan, Grading Cycle Plan, Testing Plan, Census Plan, End of term Close-out Plan
  • Carries out special assignments as directed by the Director.
  • Interface with CMS Baseline in resolving or escalating software issues.
  • Participates in the bi-monthly CMS calls
    • Provides analysis of information conveyed on call
    • Provides interpretation, written and oral, of upcoming CMS projects and deliverables

Collaboration & Development

  • Remain current with constantly evolving financial aid regulations (federal, state, institutional) and emerging trends and best practices in delivering service excellence. Contribute to the overall success of the Office of Financial Aid & Scholarships and Enrollment Management & Services through ad-hoc assignments.

QUALIFICATIONS

  • Bachelor's degree AND/OR the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
  • Four (4) years of related experience.

PREFERRED QUALIFICATIONS

  • At least two years of experience working with the following systems: PeopleSoft/Campus Solutions, COD, EdConnect, and/or Webgrants
  • At least two years working in a role in a financial aid office with increasing responsibility and ability to support system setup and configuration design and testing, and analyze for result that meet or exceed laws, regulations, and campus policy
  • Participated in design and testing of financial aid systems functionality in situations like testing configuration for a new aid year, bundle application, modification testing activities, implementing new functionality, testing file exchange processing between applications, etc.
  • Experience writing PeopleSoft Query or writing criteria in other SQL report writing tools to support analysis of data
