Program Analyst
- Full-Time
This position will support the Program Coordination and Communication Branch within the National Centers for Coastal Ocean Science in advancing NCCOS' mission and goals. The Branch is responsible for providing programmatic, policy, and internal and external communication support and coordination for NCCOS activities, as well as assisting NCCOS leadership with the formulation of NCCOS research and budget priorities, NCCOS environmental compliance coordination, congressional and stakeholder engagement, and staffing for the NCCOS chief scientist.
Duties:
- Serve as the NCCOS Environmental Compliance Program Manager. Ensure that NCCOS science is compliant with NEPA and environmental statutes such as the Endangered Species Act, Magnuson Stevens Essential Fish Habitat provisions, and the Natural Historic Preservation Act using existing programmatic memos and documentation or through creating new documentation.
- Serve as a scientific policy analyst, with emphasis on ensuring the highest quality in professional communications related to coastal ecosystem stressors, coastal resilience, marine spatial planning, and other coastal issues.
- Responsible for staying abreast of the wide variety of office science activities and upcoming milestones and accomplishments and performing office coordination of science activities to enhance collaboration across the organization. Convey the office's scientific priorities and increase awareness of the organization's science, research, and policies both internally and externally.
- Lead special internal, external, short term efforts or projects including internal and cross-organization coordination and report writing. Develop engaging presentations and provide support for meetings and workshops planning, and agenda development and execution.
Required Qualifications:
- Masters degree in marine or environmental science or a related field and two years working experience, or
- Bachelor's degree with a minimum of four years of work experience in program planning and policy analysis.
- Some experience with reviewing scientific activities for environmental compliance.
- Self-starter with timely responsiveness and a service attitude.
- Demonstrated ability to work on several projects simultaneously, to shift priorities as needed, and work productively in a fast-paced, team environment.
- Demonstrated attention to detail and excellent organizational skills.
- Excellent written and verbal skills.
- Excellent sense of humor and interpersonal skills.
- Experience in providing program management support to senior leaders of an organization is a plus.
- Experience with the suite of Google collaborative tools, MS Word, PowerPoint and Adobe InDesign are a plus
