Job Summary: Responsible for acquiring all materials, services, supplies, equipment and provides leadership and direction through management of a comprehensive and coordinated program of procurement, inventory, and materials control activities including purchasing, property control, surplus property, receiving and contract administration for the Authority. The Director is responsible for planning and directing the activities of the Authority's procurement program to support users and develops policies and procedures to establish and maintain legal compliance, financial accountability, physical control and effective resource utilization for assigned programs. In addition, the Director is responsible for administering the p-card program for the Authority.
Essential Job Responsibilities:
- Develops and manages Procurement staff members. Assists in development of departmental goals and individual objectives for staff.
- Administers the p-card program for the Nashville International Airport.
- Supports users, develops policies and procedures to establish and maintain legal compliance, financial accountability, physical control and effective resource utilization for assigned programs.
- Administers the p-card program and training.
- Directs and monitors inventory control, including requisition and ordering receipt.
- Develops and maintains effective working relationships within MNAA and with vendors to facilitate procurement and purchasing.
- Develops, recommends, and ensures the consistent application of policies and procedures.
- Assists in departmental budget preparation.
- Maintains regular and on-time attendance.
- Follows all safety regulations.
- Supports MNAA’s commitment to its culture and values including Respect, Integrity, Service and Excellence (RISE).
- Performs other duties as assigned.
Language Skills:
- Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
- Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format.
- Ability to effectively present information to top management, public groups, and/or board of directors.
Knowledge, Skills, Abilities & Other Characteristics:
- P-Card Program: Knowledge of purchase card (p-card).
- Contract Management: Knowledge of the principles and practices of contract preparation, costing, auditing, management, and administration.
- Purchasing: Knowledge of the principles, practices, laws, and regulations related to purchasing.
- Business Law: Knowledge of business law that governs business and commercial transactions, including local, state, and federal laws and regulations.
- Communication: Skill in communicating effectively at all levels of the organization and with stakeholders, both orally and in writing.
- Computer Use: Skill in using a personal computer, the internet, and other software to perform job-related functions.
- Enterprise Resource Planning: Skill in using enterprise resource planning software applications.

Required Qualifications:
- Bachelor's degree in related field
- 4-7 years related experience
- Valid Class D driver's license
License & Certifications (preferred):
- Procurement/Supply Chain Certification
- Certified Public Procurement Officer
- Certified Professional Buyer or Certified Professional in Supply Management
