Job Description

Summary:

The Personnel Psychologist is responsible for assisting with development and validation of comprehensive HR assessment tools that meet the specific and general examining needs of the Agency. Technical expertise is needed in the development and administration of testing and assessment instruments. Typical interactions will be with project managers, division personnel, and subject matter experts (SMEs).

 

Essential Functions:

  • Participate in research studies to evaluate the effectiveness of existing HR systems and tools, and consult with or advise management of conclusions and recommendations.
  • Apply knowledge of test theory, psychometric methodology, and statistics to research and analyze HR data related to hiring, retention, and workforce analysis.
  • Design and draft revisions of policies and operating procedures as they relate to human capital initiatives for Government approval.
  • Draft technical and non-technical reports, white papers, memos, and other documentation on a weekly to monthly basis.
  • Advise the Government to ensure mandated laws, rules, and regulations are properly assessed for potential impact on work initiatives.
  • Develop and validate personnel assessment tools for selection and/or promotion purposes.
  • Provide project management support involving the resolution of complex issues, establishing and maintaining timelines, monitoring project work activities, and communicating progress and status.
  • Assist in the collection and analysis of data using qualitative and quantitative strategies to draw practical conclusions and answer research questions.
  • Assist in conducting meetings, workshops, trainings, and briefings related to HRR initiatives on a weekly to monthly basis.

Knowledge:

  • Principles, applications, methodologies, theories and standards of personnel research and human resources management
    • To include knowledge of test theory, psychometric methodology, statistics and research methods to assist in developing Human Resources (HR) assessment tools and related instruments for application to specific and general examining needs.

Job Requirements:

  • Masters in I/O Psychology at least 3-5 years of relevant experience AFTER getting the Master's conferred OR Ph.D. with at least 2 years of relevant post-doctoral work experience.
  • Ability to obtain a Public Trust clearance

Additional Job Details:

  • All work must be completed on site within normal operating hours or 9:00 AM to 5:30 PM Monday through Friday, excluding Federal Holidays and federal government closure.
  • Must be flexible to adjust hours as required for task completion.
  • The work day shall not exceed an 8-hour day.
