### Responsibilities

This position integrates natural resource management and
environmental science principles into planning and National
Environmental Policy Act (NEPA) compliance on both a landscape and
site-specific basis by bringing knowledge of biological, ecological,
natural resources, social, cultural, economic, hydrologic, and air
resources to bear on develop NEPA compliance documents and land use
plans for areas within BLM NM/OK/KS/TX. This work coordinates
efforts on behalf of the NMSO Resources Division, Minerals
Divisions, District, and Field Offices. The Natural Resource
Specialist plays a leading role on interdisciplinary teams, guiding
and assisting staff in the administration of natural resources work
to evaluate the impact that planning and development activities have
on recreation, cultural resources, wildlife, soils, plants, water,
and air.

### Qualifications

Under this Direct-Hire announcement, applicants who meet the basic
qualification/education requirements will be forwarded to the

**BASIC EDUCATION REQUIREMENT:**
In order to be eligible for this series, you must meet the following
basic education requirements.

A. Have at least a bachelor's degree**.-OR- **
B. Have a combination of education and experience -In order to be
rated as qualified for this position, we must be able to determine
that you meet the specialized experience requirement - please be
sure to include this information in your resume. To be creditable,
this experience must have been equivalent in difficulty and
complexity to the next lower grade (GS-11) of the position to be
filled.

**Specialized Experience is defined as:** Experience in a
multiple-use resource management context, including land use
activities such as grazing, fluid mineral development, recreation,
and realty; experience in records creation, maintenance,
administration, and quality control of data and records; experience
in project management, coordination, and communication between
diverse groups; experience in synthesizing and abstracting complex
matters into clear issue papers, guidance, briefings,
recommendations and internal and external presentations.

a government-wide Direct-Hire Authority issued by the Office of
Personnel Management (OPM) on October 11, 2018 for certain STEM,

In accordance with Office of Personnel Management policy, federal

position is creditable, however, when documented by satisfactory
evidence, such as a signed memorandum from the employee's supervisor
or an SF-50 or SF-52 documenting an official detail or other
official assignment. The documentation must indicate whether the
duties were performed full time or, if part time, the percentage of
times the other duties were performed. It is expected that this
documentation is included in the employee's official personnel
record. In order to receive credit for experience in
your resume that is not within the official series and grade level
of your official position, you must provide a copy of the
appropriate documentation of such experience as indicated above.

Hire Authority (DHA) for Scientific, Technical, Engineering, and
Mathematics (STEM), and cyber security-related positions nationwide.

- Knowledge of and ability to develop and implement compliance
monitoring programs, follow established procedures for records
creation, data administration; and perform quality control of
data and records.

processes and procedures and apply creative solutions to comply
with resource or environmental concerns while at the same time
keeping project schedules on track.
- Knowledge of and skill in applying a wide range of natural
resources management concepts, principles, and practices to land
use planning and permitting activities. This includes knowledge
of resource programs and management in a multi-use context,
including livestock grazing, fluid mineral development,
recreation, realty actions, and a full range of natural
resources.
- Professional knowledge of and skill in applying the Federal
Lands Policy and Management Act, National Environmental Policy
Act, National Historic Preservation Act, Endangered Species Act,
and other laws; the Council on Environmental Quality and other
regulations; policies and other guidelines, including
Departmental manuals and environmental legislation pertinent to
planning and environmental assessment.
- A high degree of skill in effective oral and written
communication, particularly in synthesizing and abstracting
complex matters into clear internal and external presentations
and briefing materials. This includes the ability to identify,
analyze and work with others to resolve a wide variety of
current and anticipated planning and implementation issues.
