### Responsibilities

The incumbent for this position will serve as the Air Quality
Specialist for the Bureau of Land Management in California.

- Provides specialized and technical air and climate expertise to
identify the effects of, and impacts to, climate and air quality
in a timely fashion to assist in meeting BLM's obligations.
- Provides technical expertise in activities pertaining to State
of California and adjacent states and local air quality agency
coordination, particularly regarding State and EPA development
and review of State Implementation Plans (SIPs).

- The incumbent is responsible for the technical adequacy of air
quality and climate program development and management,
primarily for Bureau Land Use Plans and National Environmental
Policy Act (NEPA).

### Qualifications

**Specialized Experience:**
In addition to the basic education requirement applicants must have
at least one year specialized experience. In order to be rated as
qualified for this position we must be able to determine that you
meet the specialized experience requirement-please include this
information in your resume. Examples of specialized experience
include, but are not limited to; Conducting air-quality analyses to
ensure management activities conform with standards promulgated by
local, State, and Federal laws and statutes; Using mathematical
models to simulate transport of pollutants in the atmosphere. In
order to be rate as qualified for this position, we musts be able to
determine that you meet the specialized experience requirement.

Experience refers to paid and unpaid experience, including volunteer
work done through National Service programs (e.g., Peace Corps,
AmeriCorps) and other organizations (e.g., professional;
philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and
skills and can provide valuable training and experience that
translates directly to paid employment. You will receive credit for
all qualifying, experience, including volunteer experience.

Education may not be substituted for experience at these grades
levels.

possessing either:

**Basic Education Requirement:** A degree: in biological sciences,
agriculture, natural resource management, chemistry, or related
disciplines appropriate to the position. - or - A combination of
education and experience that includes courses equivalent to a
major, as shown above, plus appropriate experience or additional
education.

**OR**

***Physical*** ***Scientist, 1301***

**Basic Education Requirement:** This position has a basic education
requirement, which requires you to have a degree in physical
science, engineering, or mathematics that included 24 semester hours
in physical science and/or related engineering science such as
mechanics, dynamics, properties of materials, and electronics. -
or - A combination of education and experience -- equivalent to one
of the majors shown above that included at least 24 semester hours
in physical science and/or related engineering science, plus
appropriate experience or additional education. You will need to
clearly state your undergraduate/graduate degree(s) and submit your
college transcripts or a listing of your college courses that
includes hours and grades.

The Bureau of Land Management has determined that the duties of this
position are suitable for telework and the selectee may be allowed
to telework with supervisor approval.

This is a Bargaining Unit position.

You will be evaluated for this job based on how well you meet the
qualifications above.

- Knowledge of NEPA and ability to apply it through the air
quality program to all resource programs.
