Position Description: Assistant to Executive Director Title: Director
Basic Function: The Assistant to the Executive Director is responsible for advising and assisting the Executive Director in the overall operations and management of BEST and American Digital Services LLC (ADS), including its programs, activities and services as may be assigned by the Executive Director. The Assistant to the Executive Director shall act as the Chief Staff Executive during the absence or the illness of the Executive Director, when requested by the latter or the Board of Directors.
Within the limits of authorized organization policies, procedures, programs, past practices and budgets, the Assistant to the Executive Director is responsible for, and has commensurate authority, to accomplish the duties set forth below:
1.) Plan and coordinate safety, supervisory, and other educational programs including budgeting, scheduling, promoting, and advertising, preparing materials, handling registrations, greeting attendees, and introducing speakers. He or she may also act as an instructor if and when qualified.
2.) Coordinate various Labor Relations activities such as representing Management in Bargaining, sitting in on negotiations, tracking wage rates and publishing wage data, participating in meetings with management and union Trustees, conducting training, and drafting Labor Agreements.
3.) Act as the Association's and ADS’s representative, and promote member interests with various industry and community organizations.
4.) Develop and prepare grant proposals including planning, budgeting, and outlining proposed training.
5.) Assist in the ongoing development of the office computer and I/T system(s).
6.) Act as a resource person for both members and staff when called upon his/her area(s) of expertise.
7.) Participate in membership recruitment and electronic plan room sales.
8.) Monitor legislative and governmental agencies to track developments affecting members and assisting in communicating information to members on relevant issues.
9.) Insure the timely and accurate input of data residing in the web site(s).
10.) Keep abreast of latest legislation, regulations, and laws affecting Association membership.
11.) Perform such similar, comparable, or related duties as may be required such as the completion of special projects or assignments requested by the Executive Director or the Board of Directors.
Knowledge: College level knowledge of business, accounting, economics, and government typically acquired through the attainment of a Bachelor's Degree. A knowledge of the construction industry is preferred but not required.
Experience: Experience performing professional duties in an employer's organization and P & L Responsibilities preferred but not required.
Skills/Aptitudes: The ability to deal with people at all organizational levels. Attention to detail and good administrative, creative, diplomatic, financial, interpersonal, organizational, planning, problem solving and oral and written communication skills, and an aptitude for directing, motivating, and training people are required. Must be flexible in responding to a multi-tasking environment.
Working Conditions: Professional Office Environment: Frequent extra hours and some weekend's and after hours work required. Candidate must be bondable and eligible for fiduciary liability insurance.
Travel: Interstate and intrastate travel is required and candidates can expect to spend one, two or more nights a week away from home depending on scheduling of events, union negotiations and unforeseen work conditions. All applicants must possess a valid driver's license and have reliable transportation.

BEST : Was formed by a merger of two existing non-profit associations the Associated Building Contractors of the Triple Cities which was established in 1942 and located in Binghamton, NY and the Southern Tier Builders Association founded in 1956 and located in Falconer, NY. BEST operates offices in both locations

Governance: BEST is governed by its bylaws. There is a four person Oversight Committee made up of two people from each location and meet quarterly. Under the Oversight Committee there are BEST Operational Committees’ set up that are referred to BEST East (Binghamton, NY) and BEST West (Falconer, NY). The Operational Committees meet monthly and are responsible for the day to day operations of each of the respective offices. The Executive Director and his successor serve at the pleasure of all three committees.
Area of Operation: BEST covers thirteen New York counties. They are Chautauqua, Cattaraugus, Allegany, Steuben, Yates, Schuyler, Chemung, Tompkins, Tioga, Broome, Delaware, Otsego and Chenango counties. We draw membership from those PA counties that border the New York state line as well.
American Digital Services: American Digital Services, LLC (ADS) is a for-profit company formed in 2012 and is wholly owned by BEST. ADS provides plan room & printing services to BEST members and does digital archiving for third party companies as well.
Southern Tier Contractors Association: The Southern Tier Contractors Association (STCA) is a non-profit association that primarily serves as bargaining unit for collectively bargained union contracts with Laborers, Carpenters and Bricklayers.
