Job Description

BryceTech is seeking an experienced Logistics Project Manager to join our team and support our Federal Government Customer. The Logistics Project Manager will provide support to the Department of Health and Human Services (DHHS) Administration for Strategic Preparedness and Response (ASPR), Professional Technical and Medical Staffing Support Services to provide logistics, management, analytic and procurement staffing support services to HHS-Coordination Operations and Response Element (H-CORE) Support Services. 

The Logistics Project Manager will have experience working with Senior Leadership and Federal/Civilian Agencies and or Military Services. Contract Place of Performance is customer site in Washington D.C. The position will report to the Public Health Division Manager.

Primary Responsibilities: 

  • Support completion of all reports.
  • Ensure USG lead representative is informed of all activities pertaining to the ancillary kits building contract (i.e., any issues with ancillary kits’ materiel).
  • Coordinate with COR any contract issues/actions.
  • Support the initiation and maintenance of a fair and balanced scheduling system for USG approval which schedules Kitting Project personnel for the Program’s ASPR SNS Ops Cell.
  • Coordinate with SNS PIO any messaging/communications issues.
  • Develop and assist with the management of the COVID-19 ancillary kits building project tasks to assist resolving any ancillary kits’ issues reported by the contracted 3rd party logistics team and ensure that key tasks are resolved in an expeditiously manner.
  • Analyze operations functions and provide recommendations for improvement and efficiency. Extract reports and analyze to determine trends and provide recommendations to improve or change operational processes.
  • Execute written site SOPs. The contractor shall have knowledge and familiarity with all current SOPs and DR’s pertaining to the COVID-19 Operations campaign.
  • Review existing SOPs and flow charts and update as needed.
  • Coordinate with BARDA, CDC, and 3rd party logistics team for resolution of any issues related to the ancillary kits built and any discrepancies of delivered ancillary kits to awardees and providers.
  • Collaborate with 3rd party vendors on specific supply chain problem, shipping, receiving and storage.
  • Submit regular ancillary kits performance summaries and reports to management.
  • Retrieve reports from system of record and analyze them to ensure performance metrics are being achieved.
  • Participate in required planning and coordination calls. 
  • Ensure assigned operations personnel are informed of changes effecting planning and kit/component replacement requirements.
  • Assist in managing programs and provide technical support on product development projects to ensure all requirements are addressed.
  • Communicate scientific information effectively both orally and written (e.g., briefing presentations, technical documents, etc.).
  • Analyze and evaluate projects, proposals and plans, and metrics for technical and programmatic merit, as well as to identify risks, mitigation strategies and potential areas of improvements.
  • Assist with the vision, design, acquisition, and execution of projects in support of the government program director(s).
  • Provide update reports to PMs as required.
Qualifications

Basic Qualifications:

  • Prior Government Service experience with Federal, DoD and/or Civilian Agencies' Public Health markets.

Required Skills:

  • Bachelor’s degree with at least (5) years of relevant experience
  • Facilitating collaboration across multiple workstreams and agencies.
  • Working with and briefing senior civilian leadership.
  • Guiding and tracking execution of multiple planning lines of effort.
  • Leading and managing teams of personnel.
  • Leading and managing a range of clinical and pharmaceutical projects.
  • Strong proficiency in Microsoft Office applications, including Word, PowerPoint, Excel, and Outlook.
  • The contractor shall possess strong organizational and communications skills (e.g., time management, communication, setting goals, delegation, working under pressure, self-motivation, analytical thinking, and attention to detail).
  • Desirable: Project Management Professional (PMP) or equivalent certification.
