The Broward County Board of County Commissioners is seeking qualified candidates for the position of Environmental Program Manager. The successful candidate will be responsible for coordinating marine conservation efforts, providing highly technical ecological reviews, public outreach, education, and reporting on the protection, conservation, and enhancement of the hardbottom (coral reef) resources of the county.
This is an advanced professional and supervisory position responsible for providing all technical expertise and policy guidance in the conservation, mitigation of environmental impacts, management, and enhancement of the County's coastal resources, with emphasis on coral reefs and nearshore hardbottom resources, as part of the Marine Resources Section. The position serves as the primary technical expert for the valuation of reef resources and the quantification of impacts and development of mitigation strategies to compensate for unavoidable impacts as part of authorized projects; as a partner agency in enforcement activities relating to reef impacts; and in policy recommendations pertaining to regionally coordinated conservation/management strategies and regulatory initiatives needed to protect and improve the abundance, diversity, and quality of our coastal resources.
Requires a Bachelor's degree from an accredited college or university with major coursework in environmental sciences, biology, chemistry, geology, engineering or field relevant to area of assignment.
Requires six (6) years in managing environmental monitoring, regulationand compliance programs related to area of assignment;including two (2) years of supervisory experience.
Must possess and maintain a valid Florida driver's license for duration of appointment.
Preferred candidates will be Professional Association of Diving Instructors (PADI) scuba certified.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Lead county's coastal initiatives focused on the protection, conservation, and enhancement of the hardbottom (coral reef) resources of the county as it relates to policy recommendations, environmental assessments, and development of mitigation strategies required for the advancement of coastal construction projects, including beach nourishment activities, and in support of Port channel deepening and widening projects.
Provide regional level technical support, in coordination with other counties, the state of Florida, and Federal authorities.
Develop regional policy recommendations and lead the county in the planning and negotiation of regulatory conditions.
Responsible for the management and implementation of interdisciplinary research teams and programs related to coral reef mapping and monitoring (using LIDAR, multibeam and side scan sonars, low altitude aerial photography, and in situ diver mapping techniques), coastal water quality, marine resources damage assessment and restoration, coastal engineering projects (erosion studies, wave and current studies, environmental assessments, and mitigation projects), and coastal conservation.
Organize and promote research in the following areas: mapping and characterizing submerged groundwater discharge on southeast Florida reefs, nutrification/eutrophication of coastal ecosystems, fate and transport of water masses, environmental microbiology, chemical contaminants in coastal systems, using cellular diagnostics to link land-based sources of pollution with degradation of coral reefs, geobiological studies and landscape ecology of the Southeast Florida reef tract, coral recruitment patterns on local reefs, examining recovery trajectories of damaged and mitigative artificial reefs, patch dynamics of artificial reefs, coastal water quality monitoring, and socioeconomics of coastal resources.
Obtain funding to conduct scientific research and administer grants from State and Federal agencies.
Manages daily marine operations; supervises subordinate staff including job assignments, personnel issues, training, and customer services, as needed; prepares Leadership Performance Reviews for subordinates and reviews/signs-off on their subordinates' evaluations.
Assist in budget preparation, long-term program planning.
Consult to agency regulatory staff on technical issues related to the coastal ocean.
