Founded in 2004, Brilliant Corners provides innovative housing and housing-related services to California's most vulnerable individuals, with an emphasis on those transitioning from, or at risk of, homelessness or institutionalization. We develop, own, and manage multi-family supportive housing and licensed residential care homes, and implement a broad array of scattered-site, one-on-one supportive housing, and clinical case management programs through partnerships with developmental services, homeless services, veterans' services, and health care sectors.

The Contracts Manager is the "central nervous system" for all public funding grants/contracts awarded to the Northern California Housing Services Department. The Contracts Manager is responsible for working with finance, program and human capital staff as well as funders to manage our grants/contracts to maximize resources towards positive social impact. This work includes tracking budgets, ensuring timely invoicing, monitoring spending, leading budget modifications, and regular reporting funders.

The position is a hybrid-remote which will require coming into the office several times a month. Qualified candidates local to the San Francisco Bay Area are encouraged to apply.

Responsibilities Budget & Fiscal Management
  • Develop budgets in collaboration with Housing Services Dept. Leadership (H.S.L.), Finance, Sr. Dir. of Program Initiatives, and other internal stakeholders.
  • Support Payroll division of Human Capital to update labor allocation following grant/contract executions & budget revisions. Collaborate with H.S.L. to resolve allocation discrepancies.
  • Lead all invoicing functions in tandem with the Contracts Specialist (C.S.). Responsibilities include resolving rejections, matching grant line items to internal accounting codes, monitoring indirect cost spend-down, and track variances.
  • Collaborate with H.S.L. & Finance Dept. to address budget development & invoicing challenges. Committed to continuous quality improvement of dept.'s invoicing and budgeting practices.
  • Maximizing spending by reviewing submitted invoices monthly in partnership with C.S.
  • Communicate promptly to all funders' budget requests & spending inquiries. Asking for technical assistance regarding allowable and disallowable categories; sharing restriction rules with H.S.L. and Finance Dept.

Grants & Contracts Management
  • Oversee negotiations for all public funding across the Northern California portfolio. C.M. to develop budgets collaboratively, satisfy compliance requirements, and track execution process.
  • Support Fund Development with reviewing grants opportunities, co-negotiating private grant budgets, assist with private grants budget & programmatic report submissions, and meeting with the Mgr. of Strategic Partnerships routinely.
  • Hold recurring meetings with H.S.L. to review budget development & spending, programmatic reporting & performance, monitoring, and compliance. Either lead or support in the submission of monthly, quarterly, semi-annually, or annual reports to funders.
  • Complete all funder related requests including administrative paperwork, updating certificates of insurance, and attending recurring and/or ad hoc meetings. Working with funders to proactively resolve challenges and requesting technical assistance, as needed.
  • Responsible for maintaining a repository for grant documents, utilizing trackers to optimize spending, and supporting the A.D. to develop and memorialize dept. specific policies & procedures.

Salary range for this position is $82,000 - $82,000 annually. This position is being offered at $82,000 annually.
