Under the supervision of the Chief Program Officer, the Director of Behavioral Health Services is the lead clinician in charge of all aspects of behavioral health care services at BAC. With a focus on holistic patient care, the Director of Behavioral Health Services must apply a multidisciplinary approach to promote optimum outcomes in the prevention, diagnosis and treatment of mental health and substance abuse patients/clients of BAC. This position is also accountable in matters of clinical compliance for mental health and substance abuse in accordance with Federal and State regulations. The Director of Behavioral Health Services manages multiple service lines in accordance with behavioral health and substance abuse contracts including OASAS, OMH, and SAMHSA, among other programs, establishing quality measures for mental health and substance abuse service providers agency-wide (including all community and Clinical service sites). The management of clinical mental health and substance abuse services includes but is not limited to establishing clinical practice policy and protocols, individual/group supervision, case conferencing, quality assurance & improvement, reviewing treatment plans while setting the pace for a high-performance productive department. The position also offers the opportunity to represent BAC at internal and external meetings as assigned by the Chief Program Officer and approved by the Executive Director /CEO.


  • Provide clinical oversight in the delivery of behavioral and mental health services across multiple service areas, programs, and overall service delivery sites. This includes the development of protocols, policy, and procedures applicable to all behavioral/mental health service staff and programs.
  • Ensure compliance in all aspects of providing mental health and substance abuse services either directly or by collaborative efforts with Mental Health, Substance Abuse, and Quality Assurance staff. Provide clinical guidance and support to substance abuse program (Managers), Interns (social work students) and Clinical Supervisors in the management of mental health and substance abuse services at all levels and BAC sites.
  • Stay up to date on trends in standards of practice for mental health providers. Provide assistance in (directly or indirectly) training staff in necessary protocols, diagnosis and treatment methods, and clinical intervention strategies for quality mental health service delivery.
  • Directly supervise professional behavioral/mental health staff across different service platforms to ensure performance measures are met in a manner that respects funding requirements and quality assurance protocols. May oversee or directly provide clinical supervision of staff in both one-on-one and in group supervisory settings.
  • Provide coaching and hands-on supervision as needed with all behavioral/mental health staff. Works with staff and/or immediate supervisor(s) in cases requiring corrective or disciplinary action and performance improvement planning.
  • Assume all quality assurance supervisory responsibility over BAC Clinical, substance Abuse, and Mental Health staff. Directly supervise all Supervisors and other direct-service staff as assigned.
  • Be available “on-call” for crisis intervention consultation at all program levels.
  • Administer grant and contract rules and requirements applicable to the delivery of mental health services. Monitor performance of mental health and substance abuse services staff to ensure productivity standards are consistent with funding requirements.
  • Work with Quality Assurance staff to provide guidance in proper charting/documentation practices to meet OMH and OASAS standards and funding requirements. Troubleshoot problems with charting through root-cause analysis and development of new policies to assist mental health services staff in proper service documenting/billing practices.
  • Provide regular reports to the Deputy Executive Director on all aspects of mental health and substance abuse services programs. Organize and present program performance detail as needed and directed by Deputy Executive Director
  • Attend participate in and report at various internal and external (off-site) meetings and trainings as required. Represent Behavioral/Mental Health Services at internal (BAC) meetings of clinical staff using an interdisciplinary approach to patient/client care.
  • Maintains professional proficiency by attending trainings, workshops and other relevant professional development events approved by the Director of Programs and/or CEO. Make recommendations on quality improvement measures based on current best-practices.
  • Conduct on-going assessment of program staff; including annual performance evaluation, performance improvement, identifying training needs and creating a yearly training plan to meet those needs.
  • Maintain confidentiality regarding privileged administrative and client information in a professional manner.
  • Is a member of the multidisciplinary, behavioral healthcare team for the mental health and substance abuse clinics and communicates and interacts with all levels of staff, primary care providers and patients.
  • Participates in the development of the budget, health, and business plan.
  • Excellent understanding of Medicaid, Managed Care and Private insurance billing as well as value based and DSRIP projects.
  • Adheres to the standards and policies of the Organizational Privacy/Security and Compliance Programs, including the duty to comply with applicable laws and regulations (HIPAA, OSHA, OMH, OASAS, guidelines, and other State and Federal laws). This also includes reporting to the Board of Directors, Compliance Officer, Privacy Officer, supervisor, or suggestion box, any suspected unethical, fraudulent, or unlawful acts or practices
  • Performs other duties as assigned

Skills Knowledge and Abilities

· Ability to work as a team member.

· Computer literacy and knowledge of EHR systems are required.

· Ability to work with a culturally diverse group of people.

· Must be proficient in Medical billing with an understanding of revenue cycle management as it relates to data capture for creating claims—i.e. familiarity with medical coding, etc.

· Demonstrated progressive advancement in managerial/administrative position, particularly in the healthcare field.

· Evidence of mature judgment and leadership skills.

· Ability to effectively present information both orally and written to administration, the public and/or Board of Directors.

· Must be willing to work flexible hours as required by position.


· MSW or PhD in Social Work or related field from an accredited school.

· Current license to practice as a Licensed Certified Social Worker (LCSW) in the State of New York.

Education: Master’s degree from an accreditable college LMHC, LMSW, LCSW

Quality Improvement Responsibilities

· Use individual patient data to inform clinical decision-making and identify areas for improvement; use data to track patient progress over time.

· Work with entire Bridging Access to Care team to apply a continuous quality improvement approach (i.e. the Plan-Do-Study-Act cycle), to address systemic, organization-wide challenges.

· Complete QI training during onboarding process and participate in QI refresher training as needed.

Job Type: Full-time

Pay: $95,000.00 - $98,000.00 per year
