Job Description

Under the supervision of the Director of Healthcare Informatics the Healthcare Data, Reporting and QA Analyst assists with development, implementation, maintenance, and administration of all BAC’s database applications, including documentation and user support; coordinates performance analysis and designs reports for use by providers and administrators, develops and validates operational information for all Bridging Access to Care departments through high level skills in database querying, data analysis, critical thinking, data modeling, data mining, data visualization and presentations.

The Healthcare Data, Reporting and QA Analyst is also responsible for interpreting and implementing quality assurance standards to ensure quality care to clients. Assists with writing quality assurance and data management policies and procedures. May review and evaluate client records, applying quality assurance and utilization criteria to determine need for services and retention. Selects specific topics for review, such as problem procedures, drugs, high volume cases, high risk cases, or other factors. Compiles statistical data and writes narrative reports summarizing quality assurance and data findings and trends. This position supports total quality improvement projects to improve services and define best in class practices.

Duties

  • Assist with all data centralization activities including the development and implementation of the agency’s Data Warehouse.
  • Create enterprise and program level reports and dashboards using tools such as MS Excel, Power Query, and Power BI.
  • Fulfill ad hoc data requests from management and department heads, and assist with the preparation of monthly, quarterly, and annual contractual/regulatory reports and internal agency performance reports as requested.
  • Perform database programming for new features and modifications to existing modules.
  • Provide web-enabled services to maintain and support all BAC’s applications, including our Data Warehouse, website, and other information systems.
  • Monitor server processes and notifications of job status.
  • Develop documentation/reference materials of server processes, DB documentation, data dictionary.
  • Assist with performing system audits and data analysis for accuracies, quality and compliance with government and agency regulations, policy and procedures; identify data deficiencies and discrepancies in client records and billing data; propose corrections as necessary to maintain data integrity and quality and assist with documenting workflows that can impact data using MS Visio.
  • Assist with updating EHR system to reflect changes in healthcare landscape. For example, fee schedules, diagnosis, insurances, procedures, etc.
  • Participate in performance improvement initiatives.
  • Provide support for EHR administration. Monitor user accounts respond to requests for chart/program management, helpdesk/support. Help create, maintain, update, and troubleshoot form functionality.
  • Key player in implementation and management of the Quality Management System.
  • Support Quality Management Representative through Internal Audits.
  • Provide technical support and training in Quality Assurance, serve as co-chair on the Data Governance committee and participate in other committees as required.
  • Evaluate department processes; recommend process and service improvements.
  • Communicate with customers, suppliers, certification bodies and governmental agencies regarding quality and compliance issues.
  • Participate in EHR optimization and new function roll-out activities to support efficient workflows to improve quality of care delivery for clients.
  • Performs other duties as assigned

Qualifications: SKILLS, KNOWLEDGE, and ABILITIES REQUIRED:

  • Information with attention to detail and accuracy.
  • Creative thinker with ability to synthesize, perform, interpret and convey data analysis.
  • Knowledge of various descriptive and predictive statistics.
  • Excellent writing and presentation, listening, problem solving and project management skills.
  • Must be proficient in report writing and data analysis with direct experience in healthcare analytics.
  • Ability to learn and adopt new technology.
  • Must be proficient in Quality Assurance/Quality Improvement, evidence-based interventions, and performance-based program designs.
  • Ability to collect, organize, analyze and disseminate significant amounts of information with attention to detail and accuracy.
  • Advanced proficiency in MS Excel, and proficiency in MS Word, MS Access, MS PowerPoint

WORK EXPERIENCES

  • Demonstrated progressive advancement in managerial/administrative position, particularly in the health- related field.
  • Minimum of 5 years’ experience in relevant field and experience with EHR’s and managing Information Systems.
  • Experience with database development and administration (MS SQL Server, MySQL, Oracle, Redis, PostgreSQL and MongoDB. MS SQL Server experience is preferred), relational database and ETL theory, concept and application, and BI report development is required.
  • Experience working with databases and SQL with ability to write queries is required.
  • Knowledge of various descriptive and predictive statistics.
  • Coding experience required with one or more of the following: PHP, JavaScript, Java, C#, Python, R.
  • Experience working with business intelligence tools required, preferably MS Power BI.

EDUCATION

Bachelor’s degree in health-related or computer science-related field from an accredited college or university.

QUALITY IPROVEMENT RESPONSIBILITIES

  • Work with entire Bridging Access to Care team to apply a continuous quality improvement approach (i.e. the Plan-Do-Study-Act cycle), to address systemic, organization-wide challenges.
  • ·Complete QI training during onboarding process and participate in QI refresher training as needed.
