What is this job? 

A senior leader of the Board of Child Care (BCC) providing strategic origination, planning, and execution of new projects and initiatives designed to grow and support BCC’s mission.  This position will work with teams across the organization to support the alignment of practices as well as bring new programs and initiatives online.

Board of Child Care (BCC) is not a federal or state agency. It is an independent not-for-profit organization that serves over 1,000 children annually across 12 locations.  You would join about 800 teammates across DC, MD, PA, and WV that empower youth and their families to flourish within their community.

 What does this job do specifically? 

Essential Functions:

  • Leadership
    • Work closely with the President, Executive Leadership Team, and Senior Leaders assisting the organization in developing and implementing new initiatives and improved programming.
    • Demonstrates and practices trauma-informed leadership.
    • Models and acts in accordance with BCC’s core values of safety,  relationships, empathy, and impact.
    • Stays up-to-date with trends impacting the non-profit sector and considers the impact of these trends on existing and potential business opportunities. 
    • Able to understand and work with federal and state licensing entities, a variety of funding sources, and other regulatory and oversight bodies during the course of projects.
    • Partners with agency leadership in the development and realization of BCC’s advocacy agenda through the identification of opportunities and the cultivation of meaningful relationships. 

    New Business Development 

    • In conjunction with other Agency leadership, actively solicits for opportunities that are consistent with the agency’s purpose.
    • Be an active team participant in identifying as well as researching fit and analytics for relevant solicitations, funding announcements, and RFPs.
    • Project manage and coordinate agency response to various solicitations, including gathering input from participating teams and factoring in time for quality review and edit processes in order to submit all requirements by the deadline. 
    • Works in partnership with the Finance Department and program leaders to develop accurate budget proposals that sustainability and the true cost of care for services being delivered.
    • Actively explores growth by pursuing relationships, partnerships, connections, collaborations, mergers, and acquisitions.

    Program or Pilot Implementation 

    • Research, define and manage project implementation team(s) through coordination with assigned staff and leadership team members.
    • Utilizes research-supported meet methods that seek to assess and improve operations to deliver quality program services and better outcomes.
    • Supports efforts related to organizational alignment and focus within all endeavors.
    • Designs and communicates project management plans that establish task assignments and milestone achievement and meet rhythms intended to deliver projects on time while also promoting lasting fidelity.  
    • Effectively works with the Quality Improvement team to drive innovative solutions enhanced with data analysis to achieve durable outcomes.
    • Accomplish projects through cooperation with BCC teams without a  direct reporting relationship to position.
    • Develop project implementation plans that clearly define the timeline and milestones for the transition of project leadership to a permanent program leader. Responsible for notifying the funder/contract entity of the change, ensuring all pertinent contact information for the new project leader is provided.
    • Collaborates with the Training Department to develop, compile and deliver training materials related to new programs and initiatives.


  • Required Education and Experience

    • Master’s degree in human service,  business, change management, or organizational development field.
    • 3 years of tangible and documented business development

    Preferred Education and Experience

    • Demonstrated success in responding to the funding announcements, RFP’s and other similar solicitations.
    • 5 years documented, progressively responsible experience in the field of Non-Profit Strategy, business development, and implementation
