Requirements Analyst - DHS ICE OIPA (Remote)

We are actively seeking an experienced Requirements Analyst to support the Department of Homeland Security (DHS) - Immigration and Customs Enforcement's (ICE) Office of Investment and Program Accountability (OIPA).

This full-time position will be fully-remote.

Work Description:

The Office of Investment and Program Accountability (OIPA) develops, implements, and oversees ICE acquisition management processes, policies and procedures, and coordinates across DHS to support and align acquisition program execution activities and oversight.

In support of this program, the successful candidate for the Requirements Analyst position will assist Immigration and Customs Enforcement (ICE) Office of Investment and Program Accountability (OIPA) in the areas of Joint Requirements Council (JRC) oversight, management and acquisition requirements development.


  • Provide support with assessing ICE Operational requirements
  • Develop procedures in order to maximize efficiency, streamline processing, and improve overall short- and long-term strategic planning efforts
  • Acquisition requirements identification, development, and prioritization
  • Gather information from various sources and assemble the information into comprehensive work products (Joint Requirements Integration and Management System [JRIMS] documents, reports, briefings, white papers, project plans, executive summaries, etc.) for leadership's information and/or final determination
  • Work with ICE management as well as JRIMS documents and processes to identify and prioritize ICE mission capability gaps and priorities
  • Work with the cognizant program stakeholders, business owners and program managers to develop (provide analytical, drafting, and editing services) requirements Capability Gap Assessment and JRIMS documentation to include, but not limited to the following types of requirements documents: CASPs, CARs, NMCRs, MNSs, CONOPs, ORDs

Minimum Requirements:
  • U.S. Citizenship
  • Bachelor's Degree
  • Public Trust security clearance; or
  • Ability to successfully complete a background check and obtain a Public Trust security clearance
  • 1+ year drafting requirements documents (CASPs, CARs, NMCRs, MNSs, CONOPs, ORDs or equivalents) for a DHS or DoD entity Attention to detail and professional writing style, consistency, and ability to produce error-free products; or
  • DHS Requirements Management (RM) Specialization or equivalent AND a minimum of 6 months experience drafting requirements documents for a DHS or DoD entity

Desired Qualifications:
  • DHS experience preferred; or
  • DOD experience in the following:
    • Joint Capabilities Integration and Development System (JCIDS)
    • DOTmLPF or DOTmLPF R/G/S analysis
    • Joint Deployable Analysis Team (JDAT)
    • Joint Requirements Oversight Council (JROC)
    • Initial Capabilities Document (ICD)
    • Capability Development Document (CDD)
    • Capability Production Document (CPD)
    • Acquisition Decision Event (ADE)
    • Systems Command
    • Material Command
    • PPBE
    • Combatant Command
    • J8 or J-8
    • EUCOM
    • PACOM
    • POM
