Reporting to the Senior Manager, HR Technology, the role of the HR Technology Manager is critical to the success of Blue Shield of California and the HR Shared Services department in realizing its goals and objectives. This position will be responsible for assisting HR leadership in designing and executing our HR technology strategy in alignment with the overall BSC business goals and roadmap. Its primary responsibilities include Strategic Planning and Solution Architecture for the Oracle HCM multi-year roadmap. This role will act as a product specialist for development, deployment and support of new and existing tools to improve workforce productivity and to enable business insights and analytics from Human Capital Management (HCM) to Payroll and Workforce Analytics, as well as exploration of automations and chatbots.

Duties will vary from strategy and design to project management, team leadership, and application configuration, testing and troubleshooting.

 

Specific Responsibilities Include:

  • HR Technology Roadmap Planning and Project Management - Develops and executes on the HR technology strategy and roadmap to support business initiatives and to achieve desired outcomes.  Provide product knowledge configuration expertise for HCM Fusion:
    • Post-production triage and support
    • Implement new Oracle HCM modules from our roadmap
    • Plan quarterly releases and new feature enhancement integration
    • Improve workflow and automations
    • Driver for Workforce Analytics & Employee Book of Records
    • Train HR Technology Team on Oracle HCM Product Knowledge
    • Partner with IT on technical solutions as necessary

  • HRIS System - Oracle Human Capital Management (HCM) Cloud - The HR Technology team oversees HRIS system support for employee issues. This role will provide expertise and thought leadership in leading industry HR business processes, including recruiting/onboarding, HR operations, compensation, benefits, payroll, performance management, talent development, succession planning, and learning management solutions. Thoroughly understands the technical solution capabilities and identifies new opportunities by assessing business uses and requirements and builds solutions into the HR technology roadmap. Solution are identified to continually raise the bar on functionality, flow, consistency, usability, and simplicity.  Develops business cases for new initiatives while gaining stakeholder support and acceptance to participate and to contribute to projects.  
  • Collaboration:  Builds partnerships within HR, IT, and business units throughout Blue Shield to collaboratively deliver system-wide solutions.
