Job Description


As more public information is published to the county website, and more citizens are using the website to gain access to their county government, it is imperative that all information is kept current and relevant to the public needs. The Web Administrator is responsible for updating information on county web pages and databases so that the web content is current. Furthermore, the Web Administrator manages the content of the county’s entire internet and intranet presence. Performs backups and ensures user accessibility to the site. Monitors site traffic and helps scale site capacity to meet traffic demands and to optimize site performance. Handles website deployments and version control.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

1) Maintains ongoing plan for the county’s Internet/Intranet presence, based on the elected officials’ priorities, policy directions, and goals.

2) Maintains and updates information on social media, web pages, CMS, WordPress and databases so that the web content is current.

3) Creates image links and ensures that web links are up to date.

4) Creates enhancements and modifications to departmental web sites; manages and maintains all departmental sites and ensures compatibility with all major browsers.

5) Assesses new standards, technologies and trends, and formulates strategies and plans for future enhancement of the web site.

6) Programs in HTML, C#, CSS, Javascript, SQL and other industry standard languages.

7) Uploads pages to web sites and maintains version control using Visual Studio and Team Foundation Server.

8) Produces a consistent visual image on web outlets including maintenance of templates and image archives using Photoshop, Illustrator, InDesign and other media applications.

9) Creates layouts for new sections/features.

10) Monitors and troubleshoots web outlets for all web issues.

11) Answers e-mails directed to the Web Administrator.

12) Procure and install SSL certificates from reputed providers.

13) Manages CMS/Drupal to provide content management platform for department users.

14) Ensures compliance with applicable legal requirements and county systems policies on web site usage, security, and standards.

15) Provides excellent customer service to all levels of users and encourages accuracy of web page information and resolution of problems.

16) Acquires, installs, configures, and tests new software upgrade packages for both the Web Server operating system and all application packages, as appropriate.

17) Keeps current with trends and technology shifts relative to Web Development.

18) Manages IIS to deploy websites, proxies, reverse proxies and web security certificates.

19) Creates and Maintains Social Media platforms.

20) Review statistics and monitor analytics for web usage and content effectiveness.

21) Implement and maintain Search Engine Optimization (SEO) marketing discipline to make public websites search engine-friendly.

  • Knowledge and experience with website design, HTML, HTML5, JavaScript, CSS, C#, SQL and IIS. Must be able to address HTML and scripting compatibility issues between different browsers and computing platforms.


  • Experience in the creation of web-based applications using Microsoft tools & technologies: IIS, ASP, HTML5, CSS, JavaScript, CMS and experience with installing, configuring, maintaining, tuning, analyzing and optimizing websites in the Microsoft Windows environment.
  • Ability to understand and contribute to functional requirements and translate them into technical design and development projects.
  • Must be proficient with Adobe Creative Suite.
  • Candidate must be self-sufficient and have good English oral and written communications skills. Bachelor’s degree from a recognized 4 year university or equivalent experience. BS in Computer Science preferred.
  • Knowledge of Windows 10 or greater, Internet Information System , Adobe Creative Suite, Microsoft Office, and various web and network analysis utilities.



  • Ability to clearly document features, technical specifications, and infrastructure requirements for self-produced technical work and job processes.
  • Must be able to continuously monitor industry trends, technologies, and standards and be able to research, recommend, and apply new technologies as they emerge.

The employee must occasionally be required to lift up to 50 pounds.
