The National Biodefense Analysis and Countermeasures Center (NBACC) is a Department of Homeland Security (DHS) federal laboratory sponsored by the DHS Science and Technology Directorate and operated by the Battelle National Biodefense Institute, LLC (BNBI).
Provides administrative support to the NBFAC Director while ensuring quality, efficiency, and effectiveness of office operations. Duties are administrative and project-based, which also includes assisting other team members with miscellaneous administrative functions. Communicates and coordinates in classified and unclassified environments with external clients and collaborators, including high-ranking government officials from multiple agencies and corporate executives. Duties are often of a confidential nature, and require professionalism, integrity, diplomacy, attention to detail, and broad knowledge of NBFAC operations.
MINIMUM REQUIRED QUALIFICATIONS
Preferred Associate’s Degree or high school diploma with at least 2 years of administrative/office support experience.
Ability to work in a self-directed, proactive manner with the ability to handle high-stress situations effectively.
Requires excellent organizational skills with a proven track record of working independently and as a team player in a fast-paced, performance-orientated environment with a positive customer service attitude.
Advanced capabilities (beyond basic proficiency) in Microsoft Word, PowerPoint, Outlook, SharePoint, and Excel are essential. Familiarity with Microsoft Visio, Adobe LiveCycle Designer, Microsoft Project, and Deltek desirable.
Must possess excellent oral and written communication skills. Requires excellent spelling, grammatical and writing capabilities. Strong attention to detail and excellent interpersonal skills, diplomacy, tact, and professionalism are required. Must be capable of successful interactions with all levels of management and staff.
Requires a high degree of discretion in handling confidential information. Requires good judgment, honesty, integrity, and trust building behaviors in all interactions.
Skills and experience to support laboratory activities and work in accordance with NBACC’s management system (e.g., ISO).
Must be a citizen of the United States, able to obtain and maintain an interim secret clearance leading to a top secret clearance and suitability for DHS.
Participation in the Immunization Program, Medical Surveillance Program and/or enrollment in the Personnel Reliability Program (PRP) may be required, dependent upon position and/or business needs.
May be required to participate in NBACC’s alternative work schedule and/or on-call schedule, dependent upon business needs.
Provides support to the NBFAC Director, to include all aspects of administration and absorption of clerical tasks. Uses initiative to relieve the NBFAC Director of administrative related work.
Manages and maintains the Director’s extremely active and fluid calendar, through close monitoring, frequent updating, good judgment, and strong organizational and decision-making skills.
Reviews and edits correspondence, responses to data calls, presentations, reports, manuscripts, and white papers, utilizing word processing, graphics, and presentation software in classified and unclassified environments.
Arranges both classified and unclassified meetings hosted by NBACC, following proper procedures. Arranges travel, detailed itineraries, and meeting materials.
Accurate preparation and timely submission of expense reports required, ensuring that company policies are followed.
Assists other members of NBFAC with scheduling, conference room reservations, travel coordination and logistics.
Provides assistance to other departments, as needed.
Prepares and edits documents, proposals, presentations and technical reports.
Ensures accuracy, completeness (including approvals), and appropriateness of format of written material. Proofreads material prior to acquiring the Director's signature.
Assists with administrative functions of project/program management including budget review, project planning documentation, as well as deliverable tracking and review.
Assists with data compilation and visualization to support casework.
Maintains appropriate records.
Performs other assigned duties.
