Job description:

·         This position provides analytical support for the development and implementation of capitated rate setting methods for contracted Managed Care Organizations (including those participating in Family Care, Family Care Partnership, and PACE), and for monitoring and analyzing the accuracy and sufficiency of rates generated by the rate-setting models for contracting organizations.

·         Also supports the development and improvement of the funding model that supports the generation of individual plan allocation amounts for participants in IRIS (the State’s self-directed long-term support program) and is responsible for conducting analyses to assess the performance of the funding model on an ongoing basis.

·         Monitoring changes to State and Federal rules as well as Managed Care program policies and best practices that may affect costs, pricing, or program operational issues and assisting in the design of appropriate modifications to rate setting strategies.

·         Responsible for developing technical assistance to external business partners in order to support program improvement and the transparency of rate-setting methods, policy, and data systems.

·         The incumbent will be able to successfully communicate complex rate model development and data analysis methodologies to key Division stakeholders, and will also be able to summarize critical issues for Department managers.

·         These long-term care delivery systems currently serve over 70,000 Wisconsin residents who are frail and elderly, or who have physical or intellectual disabilities.

 

Minimum qualifications:

·         Experience using Excel, Business Objects, SAS, SPSS, R, or similar software to perform data analysis, extraction, and manipulation.

·         Experience writing and presenting papers, reports, articles, or similar documents on topics related to data, policy, or economic analysis.

·         Experience analysing, developing, or reviewing government, business, or health care policies that can impact many individuals, businesses, and organizations.

·         Excellent written and oral communication skills.

 

In addition, well-qualified candidates will have:

·         Experience working with Medicaid programs or information systems.

·         Education or experience in statistics or economics.

·         Experience working independently, tracking timelines, and coordinating work across business areas, etc.

 

Education and Experience Required:

·         Typically a bachelor’s degree in a technical or business discipline or equivalent experience and a minimum of 6 years related experience or a Master's degree and a minimum of 4 years of experience.

 

Knowledge and Skills:

·         6 or more years’ experience.

·         Essential: requirements elicitation via interviewing; requirements determination using structured techniques for documentation, analysis, evaluation/ validation; decomposition of high-level information into details; abstracting low-level information; distinguishing requests vs needs; distinguishing requirements vs. solutions; classifying/ prioritizing requirements; OO techniques using UML models; ambiguity analysis, ensuring consistent understanding across users, designers and testers; business process modeling of current state and desired/ future state processes; defining and managing scope and client expectations, requirements change management and traceability; identifying and mitigating risks; applying creativity to solving complex problems; building relationships and working collaboratively; effective verbal/ written communication; experience in an industry domain.

 

Specialized: Function Point counting; survey execution; statistical analysis; developing structured user manuals and training; visualization modeling; business rules modeling; develop and executing acceptance test plans.
