Job Description

JOB TITLE: Building & Grounds Specialist

JOB SUMMARY: Provides day-to-day operations support with 24 hour on –call availability for building and grounds maintenance and security to maintain safety for assigned program(s). Prepares RFPs for assigned program(s). Solicits bids and contracts as necessary for materials, supplies and capital projects. Responsible for vendor relations. Processes required documentation for center maintenance and facility department files. Provides clerical and administrative support to department as needed.

REPORTS TO: Regional Facilities Manager

Section III. Professional Skills

*1. Trade/Technical Knowledge: Demonstrates the skills, knowledge and ability to effectively diagnose and address maintenance issues using appropriate equipment and materials. Uses those skills to perform a variety of tasks to maintain grounds, buildings and environment, to include but not limited to wall, window, HVAC, plumbing, exterior grounds keeping, etc. Ensures economical and efficient use of materials and works independently whenever possible. Identifies and prioritizes multiple tasks to assure completion and perform assigned duties in a timely manner. Periodically purchases materials from local purveyors as necessary to complete assigned jobs. Consults with manager to resolve problems, adjust schedule, etc. Recognizes and acts on opportunities to improve trade/position skills and or pursues training/certifications.

*2. Site Safety and Maintenance: General level of knowledge of business spending principles/procedures. Demonstrates a general understanding of how all processes among Facilities Maintenance, Business, and Finance Departments interrelate. Identifies and develops solutions for new demands or initiatives requiring data tracking, input, analysis, maintenance or reporting. Manages maintenance software programs, tracks inventory, updates files, and assists in prioritizing and scheduling routine and emergency department assignments. Ensures that all mechanical and safety systems are complete and documentation is in compliance with company and regulatory standards and requirements. Ensures that all buildings, structures, ease ways and exterior settings are up to state regulations and meet company standards. Partners with the Compliance and Risk Management Team by communicating any identified concerns and working to minimize risk within the properties he or she oversees.

*3. Service Delivery: Organizes and coordinates site projects and contractor activities. Responsible for maintenance purchases. Pursues new material suppliers, vendor services and monitors annual maintenance contracts for service and repairs. Solicits, compiles, and reviews project bids and proposals. Maintains relationships with vendors and customers. Assists in the development of projections and identifies solutions. Assists with the preparation, submission and oversite of various project plans for approval. Monitors timely and accurate completion of requests. Assists in ensuring that needed materials are selected, purchased, utilized, and reconciled with the financial budget provided. Identifies and prioritizes multiple tasks to assure timely completion of projects and assigned tasks. Communicates progress regarding completion of time lines/deadlines with co-workers, supervisors, and internal and external customers.

*4. Regulatory/Professional Practices: Maintains professional and technical knowledge of federal, state and local regulatory requirements as well as computerized work order system by attending educational workshops, reading professional publications, establishing personal networks and participating in professional organizations. Conduct periodic facility inspections and documents findings and follow up actions. Coordinates required contracts with state and local authorities as required. Ensures that all work performed is done so in accordance and in full compliance of the Department of Human Services, OSHA, NJ State regulatory requirements, local licensing authorities and company policy and procedure. Responsible for ensuring assigned facilities coordinators, staff and contractors demonstrate the skills to gather enough information on all applicable local licensing codes and standards of regulatory agencies and townships to ensure projects and repairs are performs within all internal and external standards. The employee will cooperate with the licensee and Department of Human Services staff in any inspection, inquiry or investigation.

*5. Site Security: Monitor points of access in a buildings and property to allow entry only to individuals with the correct identification or authorization. Ensure all unoccupied buildings are secure at the end of each day and non-accessible during weekend hours. Ensures all security gates are in locked positions by doing routine checks. May maintain surveillance of the assigned property by patrolling the grounds or using closed-circuit monitoring or alarm systems. Investigate and report signs of damage or unlawful entry as it occurs.

*6. Safety and Travel: As with all employees of New Jersey, the Building and Grounds Specialist is responsible for minimizing “At-Risk” behavior, which could potentially cause accidents, injuries and property damage while traveling for business purposes. Frequency of travel is by the needs of the program and position. In addition, all employees will demonstrate the ability to establish systems and measures to ensure a safe environment at all events and in the workplace within the scope of his or her responsibility and control.

Section IV. Job Specifications

EDUCATION: Trade school or High School Diploma and one or more years of specialized training preferred.

EXPERIENCE: Four (4) years relevant experience with facility maintenance and grounds management. . Requires computer skills, excellent interpersonal skills, problem solving and decision making skills. Must be able to work with minimal supervision.
