Human Resources Specialist

The Arizona Department of Revenue is currently seeking a motivated, innovative and solutions driven individual to work as our new Human Resources Specialist. The Human Resources Specialist will be responsible for performing professional level human resource work in the areas of personnel administration, HR operations and employee on-boarding.
This position also helps provide support to the recruiter and with managing the recruitment process using an integrated Human Resources system. This position will interpret and provide guidance with Personnel Rules, agency policies and procedures and best practices as they relate to all facets of Human Resources.
Essential duties and responsibilities include but are not limited to:
Initiate, prepare and enter personnel action forms (PAFs) into the Human Resource Information Solution (HRIS). Track personnel actions through division management to ensure proper completion.
Complete reference checks, background checks and file reviews for perspective candidates and help complete information needed from the divisions for new hires and other personnel action requests.
Utilize the internet based recruitment system to screen and evaluate resumes to determine if applicants qualify for the position.
Assist with benefits, FMLA, employee recognition and other HR related areas as needed.
Responsible for identifying and eliminating non-value added process steps section wide and making recommendations to integrate Lean methods into the overall continuous improvement strategy of the section.
Provide a high level of customer service and maintain a high degree of confidentiality.
Candidates for this position will be required to submit to a Criminal History Investigation, Tax Filing Records and Employment Verification check prior to an official job offer.
Knowledge, Skills & Abilities
Principles and practices human resources/personnel administration including methods and techniques for position classification and evaluation, compensation, recruitment, and selection
Federal and State laws, statutes, regulations, rules, policies and procedures such as Arizona State Personnel System Rules and department policies and procedures
Computer application used for HRIS reporting and personnel transactions
Establish and maintain effective working relationships with all levels of agency employees
Interpreting and understanding program policies and procedures
Communication effectively orally and in writing
Prepare written correspondence and reports
Organizing and prioritizing fluctuating workloads
Researching, analyzing and interpreting rules, regulations and laws
Independent problem solving and analyzing skills for complex issues
Learn and apply LEAN concepts, principles and tools used to create and deliver better services with fewer resources using continuous improvement problem solving skills
The ideal candidate for this position will have:
Approximately one-year of experience in Human Resources or in a professional environment.
A bachelor’s degree in human resources, public or business administration, or a related field may substitute for the one-year experience requirement.
Experience with LEAN management or Six Sigma process improvement methodologies a plus.
