The role of the IT Application Project Manager is to plan, execute, and finalize software and application projects within scope, schedule, budget and resource constraints. This includes project resources in a weak matrix IT organization and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The Application Project Manager will also define the project’s objectives and oversee quality control throughout its life cycle. The Application Project Manager will work closely with various IT departments, the Legal Department, steering committees, business partners, internal and external audit teams, and other key stakeholders to ensure compliance with business requirements and relevant regulations and legislation.
ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)
Strategy & Planning
Ability to grasp business concepts quickly and articulate business objectives to multiple levels of an organization.
Create, facilitate, and manage steering committees and governance models for specific projects, business lines, or companies as necessary.
Create Project Charters, conduct Project Kick-Off meetings, conduct Project Status Meetings, execute Change Orders as needed, conduct Project Close Out & Review meetings.
Define project scope, goals, deliverables, milestones and schedule that support the business in collaboration with senior management and stakeholders.
Create detailed IT project plans, including resources, issue and risk identification, resolution and contingency processes, communications, schedule, task tracking and status reporting.
Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion, e.g., project deliverables, goals, milestones, and key success factors.
Conduct process gap analysis via continuous communication feedback and observation, and recommend specific actions to fix gaps in processes and/or process management as required by the project.
Track project milestones and deliverables and communicate status to the project team and key stakeholders.
Define project objectives and success criteria and effectively disseminate them to involved parties throughout project life cycle.
Acquisition & Deployment
Estimate the resources and participants needed to achieve project goals.
Draft and submit budget proposals, and recommend subsequent budget changes where necessary.
Determine and assess the need for additional staff and/or consultants and assist with the appropriate recruitments if necessary during IT project cycle.
Direct and manage IT Application project execution from start to finish.
Delegate tasks and responsibilities to project team members.
Identify and resolve issues and conflicts within the project team.
Identify, manage and track project dependencies and critical path tasks.
When appropriate, regularly report project progress to executive team, members of the board, shareholders, and other stakeholders.
Assist in developing Requests for Proposals (RFP) for external services.
Where appropriate, monitor vendor or contractor performance for compliance with project requirements, including follow-up checks for corrective action.
Proactively manage changes in project scope, identify potential risks and issues, and create contingency plans.
Where appropriate, apply established metrics to determine the readiness, quality, and operability of software, systems, and products due for release within ASRC.
Develop and deliver status reports, requirements documentation, and project update presentations.
Conduct project close out and reviews and document lessons learned in order to identify successful and unsuccessful project elements.
Coach, mentor, motivate and oversee project team members and contractors, and influence them to take positive action and accountability for their assigned work. This may include team evaluations.
Build, develop, and grow any business relationships vital to the success of the project.
EDUCATION and/or EXPERIENCE
Project Management Professional (PMP) certification or the equivalent preferred
Bachelor’s Degree or higher
Minimum 5 years of project management
Minimum 3 years of experience managing IT software projects.
Possesses a thorough and practical working understanding, at an IT Enterprise level, of:
The Software Development Lifecycle including experience managing agile and waterfall software projects
Project delivery methodologies for commercial off the shelf software solutions and custom application development.
Experience managing software projects that require complex testing cycles
Application programming, database, and system design
General IT infrastructure project management knowledge, including data center architecture, server/VM architecture, network operations, data backup and disaster recovery, end-user services, desktop support and cybersecurity.
Understands multiple Project Management methodologies and can apply specific pieces of each one as appropriate to any given project.
Ability to build, manage and collaborate multidisciplinary teams.
Can conform to shifting priorities, demands and timelines through applying analytical and problem-solving capabilities.
Identifies opportunities for improvement and makes constructive suggestions for change.
Ability to bring project to successful completion while maintaining political sensitivity.
Adept at conducting research into project-related issues and products.
