This position focuses on strategy and compliance with the state's RFP related to vendor management/supplier diversity requirements, allowing us to not only remain competitive but to also win bids. This position leads all proposal development processes related to vendor management and subcontractors by managing cross-functional resources to complete proposals. Experience with proposal development, preferably Medicaid proposals, is required.
Primary duties to include, but are not limited to:
Involved in all aspects of proposal development related to vendor management and subcontractors, including requirements related to diverse suppliers.
Assembles internal and external subject matter experts.
Develops and nurtures strong working relationships with cross-functional resources (SMEs) and Delegated Service Business Owners.
Ensures quality, completeness, and oversight of proposal content.
Develops bid strategy with operations and business development teams regarding Subcontractor Information and Vendor Oversight per bid requirements.
Manages leadership and stakeholder expectations and contribute to the drafting of strategic responses to RFP inquiries/requests pertaining to vendor management and services offered through subcontracts.
Offer proposal writers support in ensuring quality, completeness, and oversight of proposal writing regarding Subcontractor and Vendor Management related RFP responses.
Be the thought leader tasked with validating (sorting through to understand) bid requirements against proposed solutions and to quickly identify and solve for any gaps.
Travel onsite to participate in strategy building sessions with Stakeholders/SMEs/Leadership.
Present overview and status of proposed solutions and competitive analysis.
Conduct draft RFP response review sessions.
Perform draft reviews to ensure all subcontractor and vendor management language is accurate and consistent across entire RFP response.
Validates and tests business solutions proposed.
Directs all proposal and Q&A responses.
Develops processes and infrastructure to support submission of bids.
Develops win strategies.
Facilitate strategy and review sessions with leadership.
Interfaces with external vendors.
Up to 20% travel including overnight travel may be required.

Excellent oral and written communication skills required.
Attention to detail required.
Ability to read and react to complex RFP requirements is required.
Requires a BA/BS degree in a related field; 5 years of proposal related experience; or any combination of education and experience, which would provide an equivalent background.
At least 3 years' vendor management and working with subcontractors experience required.
At least 5 years' business development experience preferred.
At least 3 years' experience in health care with Medicaid experience preferred.
Proven win rate with large complex bid responses.
Master's degree or MBA preferred.
APMP Foundation certification or equivalent professional certifications preferred.
