Job Description Budget and Contract Analyst at Defense Health Agency. Must be able to obtain a Public Trust Clearance. Must be able to commute to 8111 Gate House Road Falls Church Government work-site daily and work in socially distanced work environment to include wearing mask and staying socially distanced in work space. Specific Responsibilities include: The Contractor shall assist in the preparation of budgets and budget execution documents (e.g. Mid-Year and End of Year close out; and data calls). The Contractor shall monitor written, verbal, and electronic correspondence and inquiries directed to the J1 BSO relating to the budget.
The contractor shall assist in the performance of associated budget information gathering, reporting and submission functions. Data call responses shall be submitted as directed. The Contractor shall provide assistance with the following tasks which include, but not limited to: o Monitor obligations incurred and actual budget expenditures, including billing processes. o Compare obligations and expenditures to identify over- or under-obligation rates. o Coordinate with division personnel in functional offices to obtain and convey information about budget and execution status within established time limits. o Produce electronic budget reports o Assist with creating, developing and managing responses to DHA data calls for Budget Reviews as directed, and o Monitor written, verbal, and electronic correspondence and inquiries directed to the J1 BSO relating to the budget As requested, the contractor shall also assist with other budget tracking, management and reporting activities to include travel, training, and supplies as directed.
Samples of some of the routine reports or documents to be prepared/ submitted include, but not limited to: weekly budget execution reports; Unfunded Requirements Fact Sheets; POM Submission Documents; Director’s Monthly Execution Status and updates. As requested and with supervision, the contractor shall assist with contracting activities to include: · Reviewing and advising on complex Statements of Work (SOW), Statements of Objectives (SOO), and Performance-Based Work Statements (PWS) · Advising on special clauses and provisions to address DHA or unique program situations, · Confirming OCI category designation, · Reviewing and advising sole source justifications, · Reviews of varying types of solicitations, · Articulating strategies for DHA procurements and related acquisition plans, · Advising and assisting on cost estimates, · Reviewing and assisting with source selection plans, technical evaluation criteria and evaluation workbooks.
