Job Description

The selected candidate will manage a team of approximately ten (10) personnel providing the United States Department of Agriculture (USDA) with Equal Employment Opportunity Support Services to include the following task listed below. The Contractor shall provide all labor, supervision and quality control necessary to provide comprehensive professional services. Services provided include:

  • Oversee the process by creating electronic case files ensuring timeliness, accuracy and documenting the system as required in real time;
  • Monitor the entire ROI development process during the external investigative process;
  • In real time maintain and update all ROI’s in the government (EID) tracking system, including the database development and management tools that monitor the EID process of all ROI’s from beginning to end, to ensure data is complete, accurate and timely;
  • Review, develop, compile and analyze statistical data in relation daily, weekly, monthly, quarterly and yearly goals;
  • Prepare daily, weekly, monthly, quarterly and yearly reports as requested to determine the effectiveness of the EID ROI program to various levels of management and in real time be able to respond to agency and stake holder inquiries;
  • Monitor and submit program data and analysis for Agency investigations upon request;
  • Accepts and/or modifies Investigative Plan (IP) and submits for Approval to EID Director or POC and logs the events for tracking;
  • Maintains regular and routine contact with the external BPA Investigators regarding document collection, and witness affidavits and documents in iComplaints;
  • Receives the Report of Investigation (ROI) from the vendor and updates iComplaints Events;
  • Conducts Legal Sufficiency Review of ROI and notifies vendor to submit final ROI or request modifications and/or supplemental investigation and documents iComplaints;
  • When assigned conducts quality control peer review utilizing checklist;
  • When assigned prepares and forwards to Director /Team Lead for signature ROI distribution letters/election form to Complainant/Complainant’s Attorney/Representative and agency;
  • iComplaints events with events and documents upon ROI distribution: UPS or email delivery receipt for Complainant/Complainant Attorney/Representative;
  • EOS/POC logs case as completed by Contractor for invoice purposes and maintains log.



• Minimum of five (5) years of direct experience in managing at least seven or more EEO Specialists and Assistants

• Understands EEO policy and practices

• Minimum of three (3) years in program/contract management

• Professional Law Degree, (JD) degree, or a related field of study.
