Job Title: Senior Property Manager Location: Washington, DC Description: The Senior Property Manager is responsible for overseeing the execution of the customer's Personal Property Management (PPM) program, which includes asset procurement, management and reporting; managing the Personal Property Program; managing and reconciling the Annual Inventory in coordination with the customer's Accountable Property Representatives (APRs); coordinating weekly physical inventory status reports; overseeing procurements and services through the Strategic Integrated Procurement Enterprise System (STRIPES); overseeing procurements in accordance with specific vendor agreements; arranging or coordinating property deliveries; overseeing property disposal; and updating the property system database. Detailed Responsibilities Include: The Senior Property Manager will have, but will not be limited to, the following duties and responsibilities: Oversee the management and conduct of the customer's Personal Property Management Program.

Oversee the processing of personal property procured through the Strategic Integrated Procurement Enterprise System (STRIPES) or by authorized purchase cardholders. Oversee the arrangement for and coordination of delivery of property to the customer and generate required gains and loss reports. Manage the coordination and conduct of routine inventory walk-throughs by organization; coordinate with Accountable Property Representatives (APRs).

Oversee the annual physical inventory by organization to the master inventory/personal property management system database. This includes development of the master project plan and schedule based on customer requirements; development of the annual APR training plan and training material; and performance of the APR training. Oversee the generation of weekly physical inventory status reports; update the personal property management system database.

Conduct random samplings and an annual self-assessment and report. Provide oversight of the Carpet Contractor and of all related carpet installation projects. Provide oversight of the furniture contract BPA and all related Furniture and Furnishings Management Services.

Provide oversight of locksmith services for furniture (includes file cabinets and safes; room doors are not included) and equipment repair coordination services (forklifts, MHE, warranted furniture), and other miscellaneous customer requests. Provide oversight of Furniture Reutilization Services, which consists of furniture re-distribution, refinishing or refurbishing, or excessing/disposing of furniture. Required Education/Skills: Education: Bachelor's Degree and Certification such as an NPMA Certified Professional Property Manager (CPPM), OR Certification as an NPMA Certified Professional Property Administrator (CPPA) Experience: Minimum of 7 years' experience in property and logistics management, with 3-year minimum of the 7 years' experience managing property in the Federal government (contractor and federal property), PLUS 4 years of supervisory or managerial experience.

Detailed knowledge of the Federal Acquisition Regulation (FAR). Knowledge of Government Property regulations, requirements, and best practices pertaining to acquisition, disposal, warehousing and storage, movement, reports, records, records management, inventory control, purchasing, shipping, and receiving. Proven team leadership abilities.

Demonstrated experience with end-to-end logistics operations; property asset lifecycle analysis; enterprise property/asset management system development and implementation; performance optimization; and policy, procedure and process analysis. Demonstrated experience in developing APR training plans and conducting training sessions. Physical Requirements: Ability to stand for long periods of time.

Ability to walk long distances within the customer premises. Ability to lift up to 50 pounds.
