Description

Allegheny Science & Technology (AST) is currently looking for a Sr. Budget Programming Analyst responsible for providing a full range of management and support services to a federal client through utilization of a web-based program management tool used for implementing processes to ensure accountability for program schedule, time and cost management.

Position Requirements:
  • Provide project and program management support in tracking project and program status, financial matters, and generally ensuring compliance with guidelines and requirements; also includes analyzing and tracking project costs, budgets, schedules and deliverables; providing review and support of the annual work package planning and execution process to ensure consistency and timely integration into project models; coordinating, integrating, and monitoring carryover reconciliation, programmatic baseline and funding changes throughout the Fiscal Year(s).
  • Manage spend plans and budget execution for Government customer on all programs within web-based program management tool.
  • Provide advice to Government customer on any necessary budgetary courses of action and/or Planning, Programming, Budgeting, and Execution (PPBE).
  • Assist in developing and monitoring metrics to track the financial and progress of programs.
  • Assist managers and employees in resolving issues related to financial processes and transactions in various business systems and subsystems; assessing and making recommendations relative to local and site-specific reporting needs; analyzing problems and reconciling data entries to ensure accuracy; and communicating to resolve issues that cannot be resolved locally.
  • Directly interface with other financial personnel who, at times, will request assistance and/or information relating to financial matters.
  • Perform comprehensive comparison for consistency of detailed budget data related to monthly Financial Plan, Guidance Letters / Work Authorizations, and routine reconciliation of STARS information against data recorded in web-based program management tool.
  • Prepare reports for managers, staff and others as needed; this includes gathering, analyzing, organizing and presenting information and data in a logical, persuasive manner.
  • Contribute ideas and technical input to the client's fiscal year programmatic planning and execution.
  • Read, understand and bring to management's attention items requiring attention from the variety of data and reports sent to the office for action.
  • Create and maintain master files/schedules related to program history, execution and status for the life of the programs.
  • Participate in program related meetings.
  • Provide direct support to the software development team on an as required basis.
  • Support end user training and assistance as required.
  • Generate new programs per fiscal year with all system planning and performance set appropriately.

Position Qualifications:
  • A Bachelor's degree in Business, Management, Accounting, Finance or related field from an accredited college or university with a minimum of eight (8) years' total experience; comprised of five (5) years of related experience and three (3) years of direct DOE Planning, Programming, Budgeting, and Execution (PPBE) experience. Advanced degrees may be substituted for years of experience required.
  • Proven customer relationship skills including excellent written and verbal communication skills.
  • High level of comfort with multitasking and rapidly shifting priorities.
  • Strong management and organizational skills.
  • Proven ability to perform detail-oriented work.
  • Proficient working knowledge of Microsoft Office Suite.
    • Ability to draft Word documents and PowerPoint presentations for federal review as well as utilize Excel to track proposal and review data and perform analysis for federal use.

Desired Skills:
  • Possess a Project Management Professional (PMP) Certification.
