Program/Project Manager III
Position Requirements/Primary Responsibilities:The Program/Project Manager III provides Program Executive Office (PEO) Manpower, Logistics, and Business Solutions (MLB) and associated Program Management Offices (PMOs) assistance with managing programs, improving organizational performance, and controlling cost, schedule, and performance mapped to portfolio objectives. Position Requirements/Primary Responsibilities:The Program/Project Manager III provides Program Executive Office (PEO) Manpower, Logistics, and Business Solutions (MLB) and associated Program Management Offices (PMOs) assistance with managing programs, improving organizational performance, and controlling cost, schedule, and performance mapped to portfolio objectives. The Program/Project Manager III performs complex analytical and administrative tasks and develops appropriate supporting program(s)/project(s) documentation to include:
- assist Government personnel with delivering timely, cost effective, quality capability to the warfighters, and prepare and update program/project documentation.
- assist with development and management of program baselines across the acquisition lifecycle, monitor performance and progress against plans, baselines, and requirements.
- assist with development and management of program Work Breakdown Structures (WBS), Integrated Master Schedules (IMS), Plans of Action and Milestones (POA&Ms), and Risk, Issues and Opportunity (RIO) management.
- assist in drafting and/or updating IMS policy to align with DoD, DON, and local policy.
- collect and track program metrics, using data management tools and applications.
- assist with Program Management Reviews (PMRs) and prepare and/or review associated briefing material that includes WBS, execution against budget/spend plan, estimate to completion, IMS, work accomplishments/remaining work, and RIOs.
- support the preparation and updates of budget documentation including exhibits for POM/Program Review (PR) briefing packages, spend plans, performance agreement plans, and "what-if" scenarios for all appropriations.
- support the development of clear, concise, complete, and accurate impact statements and reclamas.
- develop Business Case Analyses (BCAs) using computer-based tools to validate recommendations.
- assist with the execution of the Risk, Issue and Opportunity (RIO) Program by identifying, analyzing, monitoring, documenting, and tracking RIOs; facilitating RIO meetings and preparing agendas, meeting materials, and meeting minutes; and participating in meetings providing recommendations in accordance with DoD, DON, industry, and local RIO management best practices, standards, policies, and guidelines.
- create and/or maintain an Unclassified RIO repository and Secret Internet Protocol Router Network (SIPRNet) for Secret RIOs, if needed.
- assist in executing Earned Value Management (EVM) on contracts that require EVM by determining program EVM needs and providing recommendations; analyzing cost and EVM documentation including Estimates at Completions (EACs), Cost Performance Reports (CPRs), and Integrated Program Management Reports (IPMRs); and summarizing the data with appropriate recommendations related to the content.
Education and Experience Requirements:
- Bachelor's Degree in Business Administration, Operations Research, Engineering, Computer Science, Information Systems, or equivalent•
- 15+ years of demonstrated experience in DoD Program Management and Acquisition Management
Skills and Abilities:
- Possess working experience of, and is fully conversant with, the acquisition processes and policies as outlined in the DoD 5000.01, DoDI 5000.02 and SECNAVINST 5000.2
- Demonstrated knowledge of the Federal Acquisition Regulation (FAR)
- Experience with strategic and operational support in procuring Information Technology (IT) systems and services
- Possess the capability to lead projects or tasks which involve tracking risk and providing constant status or process oversight.
- Possess an ability to independently manage, synchronize, and track multiple, complex, and cross-functional actions
- Strong organizational, interpersonal, communication, writing and analytical skills to effectively interact both orally and in writing, among a variety of audiences at executive and program levels
- Proficiency in Microsoft Office, particularly MS Word, Project, Excel, and SharePoint
