Management Analyst III

Position Locations: Stafford VA, Norfolk VA, Washington DC, and San Diego CA

Position Requirements/Primary Responsibilities:The Management Analyst III provides Program Executive Office (PEO) Manpower, Logistics, and Business Solutions (MLB) and associated Program Management Offices (PMOs) assistance with managing programs, improving organizational performance, and controlling cost, schedule, and performance mapped to portfolio objectives. The Management Analyst III performs complex analytical and administrative tasks with execution of executive level program management at the SES, SL, GS-15/DP4/O5/O6 level to include:
  • review and update Portfolio products/documents in preparation for Senior Leadership reviews, gate reviews, and milestones/decision reviews, program reviews, ensuring products/documents while providing lessons learned, recommendations, and consistency across the portfolio of products to ensure alignment with PEO MLB strategy and long-term vision.
  • support strategic planning efforts and organizational improvements to streamline business.
  • review incoming correspondence and materials papers and prepare executive summaries noting areas of interest.
  • provide support to special projects/emergent tasking at the PEO MLB and Portfolio levels including identifying problem statements, solutions, CoAs, risks, and next steps.
  • coordinate and support Executive Level Forums, including Resources and Requirements Review Board (R3B), Fleet Commanders Readiness Council (FCRC), Program Reviews, and Senior Leadership off sites.
  • prepare Senior Leadership for external reviews/meetings, including Congressional, by providing briefing material, speeches and article creation and editing.
  • attend senior level forums and disseminate information resultant from the engagements ensuring all interactions follow military protocols.
  • coordinate and collaborate with NAVWAR Competencies at the Executive and Action Officer levels to increase efficiency and reduce duplication of effort while ensuring enterprise buy-in.
  • support creation and update of guidance related to program management processes, roles, and responsibilities, and business rules.
  • assist with the creation of a program performance plan that measures and tracks the breadth of services provided by the PEO MLB Portfolios and Programs.
  • analyze and report in response to external mandates and requirements on performance management. Collect data through customer satisfaction surveys, service level agreement (SLA) data reports, non-SLA measures, and other information sources to create performance management products.
  • analyze, validate, and verify program performance to support PEO MLB in improving operations oversight and provide associated reports, and briefs.
  • assist with implementation and execution of Program Performance Plans.
  • develop and maintain an enterprise lessons learned file regarding performance management, including creation of performance metrics and management of performance metrics processes.
  • assist with performance of program health assessments and other research and analysis of IT Software Development and Production processes.

Education and Experience Requirements:
  • Bachelor's Degree in Business Administration, Operations Research, Engineering, Computer Science, Information Systems, or equivalent •
  • 10+ years of experience engineering/science management, operations research analysis or financial/cost analysis. Experience with US Navy and USMC programs and operations.

Skills and Abilities:
  • Possess knowledge of stakeholder organizations and their strategic priorities and processes; Stakeholders organizations include: ASN (RDA), Under Secretary of Defense (Acquisition, Technology and Logistics) (USD (AT&L)), US Fleet Forces Command (USFFC), OPNAV, Navy Cyber Forces, 10th Fleet, Naval Air Forces, Naval Submarine Forces, Naval Surface Forces, other PEOs, and Systems Commands (SYSCOMS)
  • Possess knowledge of the acquisition processes and policies as outlined in the DoD 5000.01, DoDI 5000.02 and SECNAVINST 5000.2
  • Possess knowledge of the Federal Acquisition Regulation (FAR)
  • Experience with strategic and operational support in procuring Information Technology (IT) systems and services
  • Possess the capability to lead projects or tasks which involve tracking risk and providing constant status or process oversight
  • Possess an ability to independently manage, synchronize, and track multiple, complex, and cross-functional actions
  • Strong organizational, interpersonal, communication, writing and analytical skills to effectively interact both orally and in writing, among a variety of audiences at executive and program levels
  • Proficiency in Microsoft Office, particularly MS Word, Project, Excel, and SharePoint
