Position Description

JOB SUMMARY

Manage, develop, and model complex forecasting models for Arizona Department of Education (ADE) Information Technology (IT) projects and analyzes an array of operations and financial information

Prepare, review, and edit detailed financial analyses, estimates and reports and presentations

Responsible for analytic work of considerable difficulty combining multiple datasets from various inputs to provide analysis, cash flow, and resource forecasting and reporting

Communicate directly with IT staff, agency leadership, and program area staff regarding the financial aspects of IT projects in the department.

Local, in-state, and out-of-state travel may be required for this position

RESPONSIBILITIES

Manage, develop, transform, and maintain sustainable budgets and resource allocation for IT finances

In depth financial analysis and statistical burn rate analysis

Manage cash flow of proposed project scenarios and tentative projects

Lead and manage the development of cash balance projections and ad-hoc financial analysis

Responsible for external reporting including all ADE IT related funding requests, and financial and resource (personnel and infrastructure) reporting to the Governor's Office, the Legislature, ADOA-ASET and ITAC

Manage Software and Infrastructure licensing

REQUIREMENTS

Knowledge:

Budgeting, accounting, appropriations, finance, etc

Experience in reading and interpreting statute, session law, accounting requirements, etc

A Bachelor's degree in Finance or a related field (or equivalent experience)

Skills:

Communication with IT professionals and external customers, both verbal and written

Intermediate to advanced skill utilizing Excel, Power BI, and other MS Office suite of products

Writing detailed documentation for processes and procedures

Forecasting resources (personnel and infrastructure)

Abilities:

Create detailed budget projections for personnel, contracted services, software, and hardware

Accurately project lifespan of existing software and equipment as well as licensing management

Create regular, comprehensive budget reporting that is visual and easily understood by decision makers

Write reports that will be shared with non-technical personnel

Make data-driven budget recommendations to department management

SELECTIVE PREFERENCES(S)

Preference will be given to those applicants with:

Familiarity with Software and Infrastructure (Cloud)

Knowledge of IT infrastructure

Bachelor's degree in Finance or a related field (or equivalent experience) Experience in budgeting, accounting, appropriations, and finance

Experience in reading and interpreting statute, session law, accounting requirements, etc

Intermediate to advanced skill utilizing Excel, Power BI, and other Ms Office suite of products
