Summary
This position is located in the Location Support Staff of the
Southern Regional Research Center (SRRC), South East Area,
Agricultural Research Service (ARS), New Orleans, Louisiana. The
incumbent assists the SRRC Financial Technician in administering the
location's financial management activities.

Responsibilities
  • Serves as the primary administrative business process point of
contact for the Administrative Office
  • Develops and implements new systems or administrative processes
to meet Administrative Office needs (e.g., Administrative Office
Procedures Handbook, files maintenance, etc.).
  • Participates in program planning support work such as travel
documentation, budget coordination/tracking,
purchasing/procurement of supplies and equipment, and human
resources administration.
  • Serves as principal timekeeper to the Administrative Office.
  • Maintains a financial plan for the location.
  • Develops budget forecasts and overhead cost distribution methods
between many different accounts and funding sources using
electronic spreadsheets.
  • Participates in the budget preparation process by compiling,
consolidating, checking, and arranging funding data in requests
to cover projected annual operating expenses.
  • Provides training and advisory services to the Administrative
Officer and professional staff in all program administrative
procedure ensuring compliance with regulations.
  • Uses a variety of graphical, spreadsheet, and database software
packages (e.g., QuatroPro, Excel) to obtain statistical data
from published reports and manipulate data to produce tables and
charts for program management and administrative use.

Qualifications
Applicants must meet all qualifications and eligibility requirements
by the closing date of the announcement including time-in-grade
restrictions, specialized experience and/or education, as defined
below.
Specialized Experience: Specialized experience is experience
directly related to the position to be filled. Specialized
experience must be described for each grade level advertised. The
specialized experience requirements for this position are:
GS-06:One year of specialized experience equivalent to the GS-05
grade level in the Federal service which has equipped the candidate
with the Knowledge, Skills, and Abilities to perform the duties of
the position. Specialized experience includes experience reconciling
accounts; preparing and tracking budgeting and accounting forms;
balancing budgets for individual units; and using automated systems
to create documents and reports.
GS-07: One year of specialized experience equivalent to the GS-06
grade level in the Federal service which has equipped the candidate
with the Knowledge, Skills, and Abilities to perform the duties of
the position. Specialized experience includes experience planning
and coordinating administrative tasks for an office including;
providing oversight in preparing and tracking budgeting and
accounting forms; formulating budgets for individual units; using
automated systems to create documents and reports; and preparing or
tracking time and attendance reports.
**Time in grade: Applicants must have one year of specialized
experience at the next lower grade to be considered for the next
higher grade (e.g. one year at the GS-11 grade level for
consideration for the GS-12 grade level.)**

AmeriCorps) and other organizations (e.g., professional;
philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies and can provide
valuable training and experience that translates directly to paid
employment. You will receive credit for all qualifying experience,
including volunteer experience.
