Position Title: Facility Management Specialist

Clearance Required: SECRET

Advantage SCI seeks a Facility Management Specialist to assist DHS with the facilities management program support within the DHS OIG facility portfolio. The selected candidate will assist with recommending a five to ten-year strategic plan to reduce DHS OIG real property footprint. Coordinates and collaborates with key program offices to include General Services Administration (GSA), and other agencies to assist with the facilities portfolio review and long-term strategy. Provides expert advisory services to management, technical, and supervisory personnel at OIG regarding facilities and asset management nationwide, and the development, acquisition, maintenance, disposal, management, and use of facilities and real property. Advises on the resolution of critical or unusual problems for a broad range of complex, frequent/long-term facilities and asset management projects in situations affecting agency-wide operations. Prepares briefings on significant issues and provides advice on policies and procedures that influence the acquisition, utilization, historic preservation, and disposal of facilities and real property/ In conjunction with priorities established by the Inspector General and senior management officials, the Contractor shall further collaborate with OIG officials to assist with budget and procurement planning, tracking, and allocation of resources. Ensures the prompt resolution of problems relating to space assignment and use; evaluation of building services, furnishings, and fixtures; and collaborates with FSSD Facilities Staff on space improvement projects to accommodate changing requirements. Prioritizes and advises actions to be taken to improve the operational and financial management of the OIG's real property inventory. Analyzes existing inventory to identify the potential targets for consolidations, dispositions, or lease terminations by considering the various performance measures such as, but not limited to, utilization, market rates, mission criticality, and facility condition for optimizing the OIG real property portfolio. Identifies optimal space utilization strategies for OIG building leases with a goal of cost saving opportunities and overall square footage reductions. Supports recurring or ad hoc ongoing data or reporting requests that originate within the OIG, DHS, or from Federal agencies and organizations. Maintains portfolio-level information in support of executive decision-making (i.e., categorization of OIG leases with respect to their ownership). Analyze lease build-out cost estimates, document requirements, and drawings and specifications. This shall include advising on proposed new, existing and decommissioned facilities to ensure compliance with Federal space guidelines, and cost-effective construction. Assist management services with projects related to the maintenance, repair and modernization of OIG facilities' security infrastructure, equipment and real property.



  • Secret clearance required
  • Bachelor's college degree in business, public health, emergency management, public administration, engineering or architecture.

  • Five years of experience with Facilities Management services including construction, facilities, real property and/or personal property.

  • Government experience with General Services Administration, law enforcement, Inspector General Community, Department of Homeland Security, Department of Justice, and/or Department of Defense.

  • Experience with strategic planning and execution of GSA leases.

  • Skilled in the use of personal computers and networks and proficient in Microsoft Windows and Microsoft Office (Project, SharePoint, Outlook, Excel, PowerPoint, Access, Visio) suite of programs.

  • Must be capable of acquiring skills in specialized software applications that are designated standards for OIG

  • Must be able to able to read, write, speak and understand English.

  • Must have strong communications skills and be professional and courteous at all times, with federal personnel external to OIG.

  • Must prepare written correspondence that is concise and accurate, grammatically correct, free of typographical and other errors, and completed in a timely and responsive manner.

  • Able to lift up to 35 pounds occasionally
