Senior Compliance and Contract Administrator

Abel Personnel’s client, whose mission is to provide affordable housing options to individuals and families in need, is currently seeking a dynamic Senior Compliance and Contract Administrator to join their team located in Harrisburg, PA.

The Senior Compliance and Contract Administrator will be responsible for the daily oversight of all special funding and will supervise the compliance unit within the Division. The position will monitor all aspects of HUD grants to ensure compliance with HUD’s policies and procedures to maximize supporting PHFA’s housing counseling network.

RESPONSIBILITIES OF SENIOR COMPLIANCE AND CONTRACT ADMINISTRATOR

  • Ensure all counseling services performed within the network counseling standards, HUD guidelines, NeighborWorks guidelines (any special funder guidelines), and all policies and procedures are met

  • Monitor all aspects of grant funding to ensure grantee requirements are met and all units are utilized

  • Monitor the performance of compliance and to improve effectiveness

  • Work with Agency personnel and sub-grantees to develop a successful proposal for submission

  • Develop and update internal and funding policies and procedures for internal staff and sub-grantees for all program requirements

  • Provide proper training on HUD’s policies and policies and procedures to staff

  • Distributes and monitors billing information for CHCI (and special funding) workflow activity to the compliance officers and program coordinators

  • Participates in the reconciliation of CHCI, HUD and other special funding and report information

REQUIREMENTS OF SENIOR COMPLIANCE AND CONTRACT ADMINISTRATOR

  • Bachelor’s Degree in Business

  • Minimum five to seven years work experience in related field may be substituted

  • Experience as a Compliance Officer, Grant Administration, Consumer Relations, Real Estate or Mortgage Industry is preferred

  • Must be thoroughly knowledgeable of all applicable HUD regulations, policies and procedures and have earned any applicable certifications

  • Must have experience in writing and managing grants or funding applications in both the private and public sectors

  • Willingness and ability to travel

  • Ability to recognize problem situations and provide solutions
