Job Title: Financial Manager

Clearance: Top Secret

Citizenship: US Citizenship Required

AttainX, Inc. is in search of a highly energetic Financial Manager to lead and manage the financial management support team for our government client. The Financial manager will delegate support management of the NCO’s budget and financial operations and to identify requirements for purchases under the contract.

Qualifications and Education Requirements:

  • Bachelor’s degree from an accredited college or university in accounting and/or auditing or in a in related field.
  • Eight (8+) years’ experience working with federal government contracts, subcontracts, and funding; financial reports, funds control, preparation of forecasts of program financial performance.
  • Must have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring and reporting.
  • Background with staffing programs with properly trained and qualified personnel using past efforts.
  • Expert with the use of Excel software, pivot tables and financial calculations.
  • Excellent written and verbal communication skills.
  • Certified Public Accountant highly preferred.
  • Must have and maintain an active Secret security clearance.

Job Duties:

The finance manager is responsible for leading the financial management support team our government client. Job duties include:

  • Lead support management team of the NCO’s budget and financial operations and to identify requirements for purchases under the contract.
  • Responsible for the financial review of government contracts, subcontracts, and provide funding, financial reports, funds control, preparation of forecasts of program financial performance.
  • Develop and deliver required contract, departmental, project and/or financial reports.
  • Conduct requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring and reporting.
  • Monitor the daily operations of the financial team to include transaction inputs, updates, edits and corrections, and reconciliation.
  • Coordinates the reconciliation and maintenance of budget and accounting controls with the Budget Office to ensure adherence to established funds control mechanisms such as apportionments, allotments, and budget execution plans.
  • Ensure audited financial statements and various financial reports are prepared in such a manner and consistency of format as to be readily reviewable by auditors from within and outside the federal government.
  • Determine the appropriate accounting treatment of financial transactions to keep pace with changing accounting and financial reporting requirements and develops and proposes solutions to problems related to the accounting systems.
  • Prepares a variety of complex financial reports requiring a high degree of accounting expertise and knowledge of the agency and its programs and operations.
  • Coordinate with the Budget Office the preparation of both internal and external budget and financial reports to ensure they are appropriately prepared and interpreted Included are those related to funds control, and to appropriations limitations and prohibitions.
  • Primary liaison with other federal agencies with fiscal input or interest in NSF programs, notably the Office of Management and Budget, the General Services Administration, the General Accounting Office, at all levels of the Foundation to determine their requirements for accounting records, and to identify needed changes to accounting operations.
  • Analyze and interpret financial data to detect, explain and interpret trends.
  • Identify needed corrective measures and processes to improve systems accuracy and utility.
  • Apply professional judgment to resolve problems in processing unusual transactions.
  • Analyze and assess current and historical financial data for the purpose of developing special reports for use of improving the efficiency, accuracy, and usefulness of available financial data.
