Job Description

Data Networks, Inc (DNC), a subsidiary of ASRC Federal Holding Company, is seeking a Legislative Analyst in Silver Spring, MD. This is a hybrid position that requires at least 1 day per week in the client's Silver Spring office (accessible via the Red Line).

DNC and its sister companies bring a history of delivering high-performance space systems engineering, integration and satellite operations services to civil and defense agencies. We provide these services throughout all phases of the program life cycle and across the entire space systems architecture, including space and ground assets. The candidate will join an existing government and contractor team and provide congressional analysis support to the National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Service (NESDIS) organization. NOAA/NESDIS provides secure and timely access to global environmental data and information from satellites and other sources to promote and protect the Nation's security, environment, economy, and quality of life.

The NESDIS Budget Integration Branch provides coordination and support for the NESDIS Office of the Chief Financial Officer and the NESDIS program offices, data centers, and missions. These include major satellite programs like the Geostationary Operational Environmental Satellite - R Series (GOES-R), the Joint Polar Satellite System (JPSS) program, the Office of Satellite and Product Operations (OSPO), the Space Weather Follow On (SWFO) program, the Cooperative Data and Rescue Services (CDARS) program, the Office of Projects, Planning and Analysis (OPPA), the Office of Satellite Ground Services (OSGS), and the National Center for Environmental Information, among others.

Working in support of NESDIS management, the candidate will provide a wide range of legislative affairs support, budgetary action response support, and technical writing and editing services. They will provide analyses, assessments, and recommendations relating to legislative and budget management activities, among other duties as assigned.

Roles and Responsibilities:

  • Join a team of 3 analysts providing Congressional liaison support for NESDIS
  • Coordinate directly with NESDIS program offices to review, draft, and edit responses to inquiries and prepare for briefings for the Department of Commerce (DOC), Office of Management and Budget (OMB), and Congress.
  • Oversee and monitor external communications, especially to Congress, for a portfolio of satellite programs.
  • Support leadership clearance of responses to inquiries from external audience
  • Track and analyze appropriations and authorization legislation
  • Correspond with NESDIS program offices to create, edit, and maintain materials to prepare for the annual President's Budget release and Satellite Quarterly meetings with Congress.
  • Draft and support preparation of Congressional hearing materials (i.e., testimonies)
  • Help coordinate, track, and attend visits by government officials to NESDIS facilities and events
  • Support reviewing, writing, and editing technical and scientific documents for dissemination to the general public
  • Assist NESDIS leadership and program offices with correspondence with the Government Accountability Office (GAO)


Requirements

Requirements:

  • Bachelor's degree and at least 5 years of experience or more or Master's degree and 3 years of experience or more.
  • Master's degree highlypreferred.
  • Strong writing and editing skills.
  • Ability to communicate engineering and science topics to a non-technical audience (prior knowledge of environmental satellites not required).
  • Commitment to NOAA's mission highly desired.
  • Demonstrated knowledge of the federal government organizational structures.
  • Demonstrated knowledge of the federal legislative branch, including legislative processes and committee procedures.
  • Demonstrated knowledge of the federal budget process
  • Existing knowledge of NESDIS satellite portfolio a plus.
  • Highly organized and punctual.
  • Ability to manage multiple projects in a fast-pace working environment.
  • Ability to understand and prioritize customer needs.
  • Skill in using discretion and tact when dealing with all levels of leadership.
  • Ability to initiate action independently after receiving general guidance/direction.
  • Ability to communicate effectively both orally and in writing.
