Job Description


The Quality Improvement (QI) Director is responsible for planning and implementing quality management strategies for Medical, Dental, Specialty Mental Health (SMH), Integrative Behavioral Health (IBH), and Community Services departments.  To promote integrations, improve clinical outcomes, patient satisfaction, and operational efficiency across all lines of services.  The QI Director will collaborate with other agency Directors, such as Information Systems (IS), Member Services, and Fiscal/ Billing, using evidence-based strategies and technology to improve operations outcomes. 

The QI director will be responsible for QI oversight and implementation across medical, dental, SMH, and other departments, the individual will work collaboratively with the Chief Dental Officer (CDO), SMH Director, and Chief Deputy of Administration.


  1. Accountable for leading multi-departmental strategic quality initiatives in conjunction with the CMO, CDO, SMH Director, and Chief Deputies.  
  2. Develops and implements annual QI plans by developing core measures of clinical services such as, patient satisfactions/safety, tracking core metrics over time, and resource utilization management. Making recommendations to improve overall operation outcomes.  
  3. Ensure integrity and quality of data used in clinical and operations performance reporting.
  4. Analyze and review data from internal and external sources using appropriate analytical and statistical methodologies and techniques to identify trends, progress or problems and variances in process. 
  5. Identifies, designs and implements new processes, based on evidence, to continually improve patient care and outcomes and to achieve performance targets. Work with multi-disciplinary teams to make improvements that are effective and coordinated across the organization.
  6. Produce descriptive and analytic reports in support of quality improvement programs and performance improvement initiatives. Develop a thorough understanding of clinical and operational data systems integral to providing analytical support and project management.
  7. Oversee audits and reporting for various external entities.  Accountable for timely and accurate reporting to external entities. Generates budgets, timelines, work plans in collaboration with clinical leaders for approved QI-related grants.
  8. Provide ad hoc data query and analysis support for clinic end-users that involve clinical interpretation of data (including diagnoses, procedures, complications, mortalities, disease, and utilization management). 
  9. Oversee incident reporting and working with management staff to report and address issues that arise. 
  10. Function as a resource for the clinic operations team in planning group processes and facilitating process improvement, data development and enhanced reporting.
  11. Responsible for ongoing continuous quality improvement (CQI) meetings.  Meet regularly with Clinical Operations teams and other AHS components to ensure continuous development of QI measures, reports, processes, and organizational structures to maximize the benefits of Clinical Informatics and ensure QI compliance at all levels.
  12. Responsible for recruitment, performance evaluation, management, and development of the QI team.
  13. Represent AHS externally for QI functions.
  14. Other duties that the supervisor might require.


  1. Direct supervision of a department involving responsibility for results in terms of costs, methods and personnel. 
  2. Conducts supervisory/managerial responsibilities by the organization's policies and applicable laws including interviewing and hiring of employees; planning, assigning, scheduling, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.


  1. Master’s degree in health or business administration, industrial engineering, public health, health information systems/technology, or Bachelor’s degree in same fields with three years of experience with QI related project management in a health care setting including two years of management or supervisor experience.
