ARServices is looking for a Chemical and Biological Defense Physical (CBDP) Program Advisor to provide Research Development and Acquisition of Medical and Physical Program Support subject matter expertise within the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) to assist in the oversight of the Department of Defense’s chemical and biological defense (CBD) program. This position serves as a subject matter expert to develop for ODASD (NCB/CB) review and/or approval DoD strategies for performance and oversight of all CBDP Research, Development and Acquisition (RDA) activities and provides project and program analysis support that enable the oversight, coordination, review, and strategic planning of the Chemical and Biological Defense (CBD) portfolios (including technology development and engineering, program control, foreign disclosure, test and deployment, production, logistics support, and industrial based considerations). In addition, this position supports the principal decision processes by initiating, maintaining, modifying, and developing databases, information sources, assessment methodologies, and metric development to support the ODASD(NCB/CB) professional staff in their programmatic analysis, prioritization, and evaluation.

Assists with DoD Planning, Programming, Budgeting, and Execution (PPBE) and budget formulation matters, justification, presentation, and execution activities. Provides support for acquisition program management and Planning, Programming, Budgeting and Execution (PPBE) for the CBDP. Contributes to development of PPBE policy guidance for the CBDP components.

The position will work onsite at the Pentagon in Arlington, VA. Responsibilities Develop and propose solutions to critical problems by creating actionable strategies and implementation plans, and oversight plans that use metrics to enable the DoD to continuously monitor progress, and reallocate resources or effort as required to meet government requirements. Serve as a subject matter expert on the medical and physical CBDP, with special focus on the relationships between DoD and interagency partners, and the collaborations needed for effective support of the National Defense Strategy and the military.

Coordinate policy or technical positions of the Military Services, Defense Agencies, Joint Staff, Commanders of the Combatant Commands, intelligence community and other US governmental agencies on CBRND issues in support of the ODASD(NCB/CB). Support mission assurance/CBRN survivability Develop assessments and functional review of chemical, biological, radiological and nuclear defense (CBRND) acquisition programs, quarterly reports, capabilities, requirements, shortfalls, and redundancies. Support senior level program analysis and integration of appropriate office functions with performance-based program reviews.

Develop for ODASD(NCB/CB) review and/or approval DoD acquisition strategies for performance and oversight of all CBDP Research, Development and Acquisition (RDA) activities. Provide technical support to facilitate government oversight, coordination, and integration of the CB defense medical countermeasure and physical programs among the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) Office, the Joint Science and Technical Office (JSTO), the Test and Evaluation Office for the CBDP, and the Joint Requirements Office (JRO). Provide technical support for medical programs to facilitate DoD coordination and interaction with the FDA regarding approval of CB defense medical countermeasures.

Assess CB defense medical countermeasures product development through interaction with Requirements, S&T and Advanced Development stakeholders. Support ODASD(NCB/CB) government leads at interagency or professional meetings. Provide technical support to facilitate government oversight, coordination, and integration of initiatives on medically related issues and programs that involve the international community.

Provide support to government leads on biosurveillance strategies, assessments and initiatives. Provide support to government leads on interagency diagnostics collaborations, discussions and initiatives. Analyze, assess and recommend approaches to support medical countermeasure or physical development by reviewing technical documents and scientific proposals.

Provide technical support to facilitate DoD coordination, and integration of research and development programs with other government agencies. Coordinate the development and execution of period reviews, as required. Publish a summary of each meeting and track all actions to closure.

Provide medical CB defense expertise to the other components of ODASD(NCB/CB) as required. Support ODASD(NCB/CB) government leads to international conferences, seminars, and meetings by preparing power point presentations, briefings, read aheads and talking points. Develop analysis and assessments to ODASD(NCB/CB) professional staff regarding North Atlantic Treaty Organization (NATO) programs on CBRND issues.

Support situational awareness of CBRN future threats, readiness assessments, working groups and report finding. Provide performance management recommendations, reports, and other communication materials for presentation to appropriate offices and agencies. Analyze, plan, create, and integrate oversight initiatives for ODASD(NCB/CB) professional staff that develop, test, and evaluate CBDP equipment in accordance with all applicable statutes and regulations.

Support the areas of medical and physical programs, science and technology (S&T), strategy development, risk assessments, threat assessments, strategic portfolio reviews, and PPBE. Support ODASD(NCB/CB) professional staff in monitoring life cycle oversight issues of RDA and sustainment for CBRND equipment and material. Support ODASD(NCB/CB) professional staff in their oversight of CBDP Advanced Concept/Joint Capability Technology Demonstrations Wargames, and develop CB vignettes or injects to exercises in coordination with the Joint Staff (JS) and Intelligence Community (IC).

Consult and shape consideration of CB operational and threat assessments for each identified theater or domain. Analyze, plan, create, and integrate initiatives processes, procedures, standards, and policies, to support the oversight mission of the ODASD(NCB/CB) for laboratory and stockpile operations, for chemical and biological agent safety, surety and security. Collect and review chemical and biological technical initiatives from operational units.

Integrate m multiple organizations. Track initiatives through completion. Monitor programmatic progress through completion.

Requirements Active secret clearance Bachelor of Science or 10 years of experience. Desired education is a bachelor’s degree in physical or life sciences. Desired experience is five years’ experience with chemical, biological, or radiological issues.
