ARServices is looking for a Chemical and Biological Defense Physical (CBDP) Program Advisor to provide Emerging Science and Technology (S&T) Support subject matter expertise within the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) to assist in the oversight of the Department of Defense’s chemical and biological defense (CBD) program. This position supports the development of defensive Science and Technology (S&T) Research Support science and technologies capabilities for insertion into advance development concepts of components, systems, and platforms that protects the joint warfighter. Provide analytical and support services to enable the effective and efficient oversight, coordination, review, and strategic planning of the Chemical and Biological Defense (CBD) Emerging Science and Technology (S&T) portfolio.

Analyze, plan, review, and critique the CBDP S&T investment portfolio. The position will work onsite at the Pentagon in Arlington, VA. Responsibilities Provide subject matter expertise in CBRN Defense, OSD, interagency coordination, Congressional reports, public health, and response planning.

Advise ODASD(CBD) on research, technology maturation, and analysis. Design oversight initiatives to assess technical and programmatic alignment to strategic directions, measures and standards, reasonableness and soundness, and value. Prepare and present information papers, reports, and draft briefings to ODASD(CBD) leadership regarding the planning requirements, identified capability gaps, and research and technology development efforts related to DOD readiness and resiliency for chemical and biological threats.

Develop for ODASD(NCB/CB) review and approval CBDP enterprise strategies to ensure maximum support of, and alignment with national, national military, DoD, and CBDP strategic goals. Create actionable recommendations based on, or adjustments to, strategies, guidance, and implementation plans. Identify opportunities and means to enable continual process improvements to maximize the return-on- investment and to meet government requirements.

Develop, monitor, and report oversight metrics enabling effective and timely OSD project reviews of technical performance and programmatics. Assist the government representative with ensuring that all CBDP S&T staff actions are accomplished on time and reflect proper staffing procedures. Develop and propose solutions to critical problems that allow the government representative to continuously monitor progress using metrics to reallocate resources or effort as required to meet government requirements effects.

Propose resolutions to technology gaps and issues by developing a rational Course of Action (COA) for review and down-selection by cognizant-decision makers. These COAs will include at a minimum: actionable strategies, implementation plans, and oversight plans that use metrics to enable the government to continuously monitor progress, and resource reallocation or effort as required to meet government requirements. Analyze, assess, create, and integrate oversight of technology readiness assessments, technology transfer/transition plans, and S&T to Advanced Development program alignment.

Support principal decision processes by developing, maintaining, and modifying databases, information resources, assessment methodologies, and metric development in order to support the ODASD(NCB/CB). Serve as the ODASD(NCB/CB) action officer’s representative for the CBDP on working groups and committees within the CBDP S&T area. Provide technical and administrative support to the CBDP Strategic Advisory Panel.

Analyze, plan, coordinate, and integrate initiatives supporting the OASD(NCB). Provide science and technology expertise to the other sections of ODASD(NCB/CB) as required. Provide support in reviewing, analyzing, and critiquing the Planning, Programming, Budgeting, and Execution (PPBE) submission for the CBDP S&T portfolio.

Requirements Active secret clearance Bachelor of Science or 10 years of experience. Desired education is a bachelor’s degree in physical or life sciences. Desired experience is five years’ experience with chemical, biological, or radiological issues.
