Position: Program Manager (Subject Mater Expert (SME)) - IT

Clearance: Secret

Location: Crystal City, VA (currently FT telework due to COVID-19 precautions)

Type: Exempt, Full Time, Regular


The Program Manager (SME) possesses extensive experience in the full complement of acquisition program life cycle activities and in providing advanced advisory and liaison support to senior leaders that enables program success.  The Program Manager (SME) uses knowledge of the Department of Defense (DoD) program management and acquisition life cycle processes to plan and conduct program planning and execution activities through the program / project life cycle from the description of the requirements through product / solution delivery; supports strategic planning; leads acquisition strategy and documentation development; leads / facilitates integrated operations across and within the system development life cycle, from requirements definition, to architecture, design, implementation, and test, through deployment and operations and support; facilitates schedule management, risk management, and cost management; performs cost, schedule, and performance program analysis; prepares program reporting; and facilitates Integrated Product Team (IPT) execution and management.  The Program Manager (SME) will engage with all levels of leadership and stakeholders.

Essential Duties and Responsibilities

•      Advise the Government on current DoD policies and procedures to support major program decisions and recommends strategies and techniques for successful conclusions

•      Lead / participate in all aspects of strategic planning, from the portfolio-level to the project-level, acquisition planning, investment planning, and stakeholder management

•      Coordinate, staff, and develop Standard Operating Procedures (SOP), policies and memorandums as necessary and appropriate for smooth operation of the program office

•      Prepare weekly reporting products as required by leadership

•      Develop white papers, decision papers, assessments, briefings, and other documentation as required by leadership

•      Prepare, review, and revise acquisition documents in accordance with DoD, Department of the Army (DA), and Office of Management and Budget (OMB) guidance and requirements, to include compliance with applicable policies and regulations from Federal, DoD, and DA levels to include, but not limited to: DoD 5000, 7000, and 8000 Series; Army Regulations (ARs) 1-1 and 70-1; and OMB Circular A-11, “Preparation and Submission of Budget Estimates”

•      Lead / perform activities throughout the program life cycle with focus on program execution, management controls, analyses, and reporting that contribute to product development, achievement of program milestones, and advising and informing leadership

•      Gather information, identify issues, and provide recommendations on issue resolution and impact to milestone decisions

•      Manage the Work Breakdown Structure

•      Lead / facilitate program execution and decision-making

•      Ensure consistency across program documentation

•      Lead / participate in program reviews to assess alignment of activities with acquisition strategy and program plan and determine feasibility of execution within the defined program baselines

•      Develop and implement a risk management strategy and plan, and prepare risk assessments, analyses and recommendations to mitigate risks

•      Identify and analyze metrics in order to track process performance and monitor the use of the metrics

•      Facilitate / participate in IPTs, special advisory boards, off site meetings, working groups, audit teams, and other forums to advance program execution

•      Analyze, evaluate and prepare program briefs, reports, and correspondence

•      Provide written communications to interface with commands and other activities across the Army

•      Develop, review, and update charters, and Memorandums of Agreement / Understanding (MOAs / MOUs), to enable more effective communications and execution within and across organizations

•      Apply acquisition, program, and lifecycle concepts to support long range planning to support the Strategic Plan, Program Objective Memorandum (POM) development process, and other time sensitive requirements

Minimum Qualifications

•      Master’s Degree or equivalent experience

•      16-20 years of relevant work experience

•      Working knowledge and application of DoD 5000 and 8000 series, and DoD acquisition and contract processes, procedures, and guidance

•      Active or Interim Secret Security Clearance

•      PMP Certification
